1999-10-12City of Southlake, Texas MINUTES Joint Drug & Alcohol Awareness Committee Tuesday, October 12, 1999 Meeting Minutes Members Present: Debra Edmondson (Co -Chairperson), Brad Bartholomew, Sheri Brunson, Jo Ponder, Jacky Brooks -Lawrence, Rob Glover, Bob Hamilton Members Absent: Doug Strickland (Co -Chairperson), Roxanne Matela-Berenbeim, Margaret Melton Staff Present: Dinah Chancellor- Math/Science Coordinator, Gary Greg -Deputy Director Police Services, Sean Leonard, Municipal Court Administrator, Mirenda McQuagge-Administrative Intern, Shelli Siemer -Assistant to the City Manager Agenda Item No. I - Call to Order. The meeting was called to order by Debra Edmondson at 7:05 p.m. Ms. Edmondson introduced Sherri Brunson the Chamber of Commerce President and Administrative Intern Mirenda McQuagge. Agenda Item No. 2 - Public Forum. Susan Ansley updated the committee on her efforts to distribute ER brochures, stickers, and decals. She and other committee members distributed the decals and stickers during the Junior High dance and the dances at White's Chapel Methodist Church. The committee discussed passing out decals at the junior high dance. Debra Edmondson thanked Susan for her efforts on the project. Agenda Item No. 3 - Administrative Comments. Debra Edmondson announced that Roxanne Matela-Berenbeim is moving and will be leaving the committee. She commented on the great loss Ms. Berenbeim will be to the committee and commended all of her work with the committee, especially the Parent Network. The committee members discussed possible candidates to fill the Ms. Berenbeim subsequent vacancy. Jt. Drug & Alcohol Awareness Comm. Meeting Minutes 10112199 Page 2 Debra Edmondson reported that she had spoken with Carol Lee Hamilton of the Tarrant County Health Department and that Ms. Hamilton is very interested in working with the committee. She asked the committee to consider adding an additional position to the committee Agenda Item No. 4 - Consideration: Approval of Minutesfrom September 14, 1999 meeting. Rob Glover made the motion to approve the minutes from 9/14/99 as read. Brad Bartholomew seconded the motion. All approved the motion. Agenda Item No. S - Discussion: Citywide Forum Bob Hamilton reported on the citywide forum. The Southlake News and Times, Grapevine Sun, and Southlake Journal will be advertising the event. Mr. Hamilton informed the committee that he addressed the Chamber of Commerce about the event at the September Chamber Luncheon and that the Chamber sent out ER stickers and forum fliers to 700 businesses. Brad Bartholomew suggested that committee members walk door-to-door to encourage businesses in local shopping centers to display the decals. Sheri Brunson said she would contact the shopping centers in her area. Bob Hamilton stated that after the forum, the committee should continue to distribute the stickers throughout the community. Rob Glover said he would arrange a time for the stickers to be distributed at football games. The agenda is set for the citywide forum. The committee should arrive at 5:00 p.m. to help set-up (W the program. Childcare will be provided for ages 3-9years. The Chamber of Commerce is taking care of all of the reception arrangements. Local agencies will be at the forum distributing materials to the audience. DA will be distributed to the participants as well. The speakers are gearing topics toward Southlake residents. Debra Edmondson will discuss some "eye-openers" as an introduction to the forum topic. Doug Strickland will introduce the committee. Peggy Bailey from Harris HEB Springwood Hospital will speak on drug and alcohol awareness in the home. Liz Cisk from the Child Study Center will address building self-esteem in children and in adults. Jill Gutbier from the Parenting Center will discuss single parent dilemmas. Dinah Chancelor reported on the items CISD has been working on to promote the forum: • Publicity has been posted on the CISD web -site and in the district's October Calendar. • Several press releases have been sent to area newspapers. The latest was sent out yesterday. • Fliers were sent to each K-8 campus last week and were mailed to parents of students in grades 9-12 two weeks ago. • Information was included in the September and October newsletters sent to SPIN representatives. Also receiving the Neighborly News are City Council representatives, CISD Board of Trustees, and area Public Information Offices. • Julie Thannum will design and print 300 programs to be distributed the evening of October 18`h. P. Drug & Alcohol Awareness Comm. Meeting Minutes 10112199 Page 3 • Cookies have been ordered (to be reimbursed by the Chamber of Commerce) • Julie Thannum is planning room set-up and decorations. Debra Edmondson thanked Bob Hamilton for his work on this project. Agenda Item No. 6 - Discussion: Committee Informational Meeting In an effort to improve communications between the Drug and Alcohol Awareness Committee and the Parent Teacher Student Organizations (PTSOs), the committee discussed meeting with all PTSO boards to talk about their drug and alcohol prevention efforts. The committee discussed how to better inform the PTSOs and foster a working relationship. The committee decided to ask the PTSOs to provide a contact person for the committee and meet with that person to present materials on what program the DA is implementing and what its mission and future plans are. The committee will also appoint a PTSO liaison to communicate with the PTSO contacts. da Item No. 7 - Discussion: Red Ribbon Week Red Ribbon Week is the October 25-29, 1999. A proclamation will be issued November 19, 1999 at 7:00 p.m. declaring it a week-long event. The committee discussed encouraging business to participate in Red Ribbon Week and possibly (W including that project in next year's budget. Sheri Brunson suggested passing out red ribbons during Red Ribbon Week. Dinah Chancellor discussed providing ribbons to Chamber of Commerce members, City of Southlake employees, and the United Methodist Church (Jo Ponder). Dinah also reported on the various activities being held during Red Ribbon Week: • Kick-off breakfast, sponsored by Tarrant County Challenge, Inc. Prevention Providers Coalition at the Modern Art Museum of Fort Worth on October 15th, will be attended by 7 students from CHS and Assistant Principal, Jerry Hollingsworth. • Ribbons and safety pins were distributed to all CISD students and personnel on Monday, Oct. 1 1 th • CISD October Calendar includes information about events leading up to Red Ribbon Week: • Everyone's Responsible Parenting Forum, October 18, 1999 • Michael Riera Parent Assembly, October 19, 1999 • Michael Riera Student Assemblies, October 20, 1999 The committee also discussed the information blitz regarding the alcoholic beverage laws affecting minors to distribute to the high school students. It was suggested that it be down now and again before prom. Volunteers will be needed to help place the cards on the vehicles in the parking lot. Jt. Drug & Alcohol Awareness Comm. Meeting Minutes 10112199 Page 4 Dinah Chancellor reported that she will coordinate with the Vice Principal of the High School. The committee discussed Friday, October 29, 1999 at 10:30 a.m. as a date and time for the event. Debra Edmondson, Sheri Brunson, and Jacky Brooks -Lawrence will recruit members to help with the project. Agenda Item No. 8 - Discussion: Sub -Committee Reports • CISD Curriculum Sub -Committee Dinah Chancellor reported on the status of the Life Skills Program: • Underway for students in 8' grade, Carroll Junior High School. (Scheduled in classes September 201" through January 18t") • Planned for students in 71' grade, Carroll Junior High School. (Scheduled in classes January 19`h and May 161") • Proposed for 61" grade students at Carroll Intermediate and Durham Intermediate for the 2000-2001 school year. • UPDATE (11-16-99) 6" grade students at Carroll Intermediate have started the Life Skills Program which will continue through December. The 6"' grade students at Durham Intermediate will begin their Life Skills Program in January —continuing through May. • Parent Network Sub -Committee No report was presented. • Conference/Forum Sub -Committee Already reported. Information Distribution/Speaker's Bureau Sub -Committee No report was presented.
