2018-06-28 CC Retreat MinutesCITY OF SOUTHLAKE TEXAS CITY COUNCIL JUNE RETREAT JUNE 28, 2018 LOCATION: The Marq Southlake, 285 Shady Oaks Drive, Southlake, Texas 76092 CITY COUNCIL PRESENT: Mayor Laura Hill, Mayor Pro Tem Randy Williamson, Deputy Mayor Pro Tem Shawn McCaskill, and Councilmembers Shahid Shafi, John Huffman, and Christopher Archer. CALL TO ORDER Mayor Hill called the meeting to order at 6:18pm. 2A. EXECUTIVE SESSION Mayor Hill announced the City Council would go into Executive Session pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.072 deliberation regarding real property. City Council adjourned for Executive Session at 6:18pm. Executive Session began at 6:18pm and concluded at 6:57pm. 213. RECONVENE Mayor Hill reconvened the meeting at 6:57pm. No action was necessary. 3. DISCUSSION: CAPITAL IMPROVEMENT PROGRAM REVIEW Assistant City Manager Ben Thatcher presented the capital improvement program overview and answered questions from Council. DISCUSSION: TRANSPORTATION FEASIBILITY STUDY Deputy Director of Economic Development Daniel Cortez presented the Transportation Feasibility Study and Assistant City Manager Ben Thatcher discussed implementation options. Both answered questions from Council. 5. DISCUSSION: PROJECT INVESTMENT GUIDELINES I PROCEDURE FOR INVESTMENT CONSIDERATION Assistant City Manager and Director of Economic Development & Tourism Alison Orlowski presented project investment guidelines and procedures for investment consideration and answered questions from Council. 6. DISCUSSION: TAX RELIEF OPTIONS Chief Financial Officer Sharen Jackson provided information on possible tax relief options and answered questions from Council. 7. DISCUSSION: RECREATION COST RECOVERY POLICY I MARQ FEE STRUCTURE Director of Community Services Chris Tribble presented the recreation cost recovery policy and The Marq fee structure options and answered questions from Council. Police Chief James Brandon answered questions regarding safety at the new site. 8. DISCUSSION - STRATEGIC FOCUS: • SAFETY & SECURITY - Police Chief James Brandon reported on the first school safety task force meeting held on June 27th, and answered questions from Council. The next meeting is scheduled for August 8th. CISD first day of school is August 20tH - Chief Brandon also provided information on security for the upcoming Stars & Stripes celebration on July 3`d • MOBILITY — no discussion • INFRASTRUCTURE - Director of Public Works Rob Cohen reported on White Chapel and Continental Blvd street projects. • QUALITY DEVELOPMENT — no discussion • PARTNERSHIPS & VOLUNTEERISM — no discussion • PERFORMANCE MANAGEMENT & SERVICE DELIVERY — no discussion 9.
