PARK AND RECREATION BOARD MEETING
November 11, 1991
MINUTES
Board Members present: Chairperson, Janet Murphy; Members: Ann
Barnes, Rod Johnson, Terry Mitchell, Rick Roberts, and Randy
Robertson.
City Staff present: City Planner, Greg Last and Asst. to the City
Manager, Chris Terry.
Meeting called to order at 7:15 p.m.
Agenda Items Discussed:
3. Administrative Comments.
a) Janet Murphy discussed the appointment of a new Chair in
January. She suggested that the next Chairperson plan to
attend a Parks and Recreation training seminar to be held
at the NCTCOG in Arlington in December.
b) Chris Terry presented a first draft of the Parks and Rec.
brochure that the Board plans to distribute.
c) Chris Terry presented for review, the Parks and
Recreation Scrapbook. Chairperson Murphy requested that
copies of the Table of Contents be distributed to all
Board Members for review and comment at the next meeting.
d) Janet Murphy discussed the possibility of the Parks Board
being the recipient of the Southlake Women's Club's
annual community award of $2,000.00. Ann Barnes will
meet with Rosie Moore of the Club to discuss this
further.
e) Janet Murphy requested that all scheduled events taking
place on City park property be channeled through Chris
Terry's office who will keep the Board apprised of any
such planned activities.
4. Discussion - Budget Control Report.
Janet Murphy reviewed the latest revenue and expense reports
for the Park Fund in Steve Bender's absence. The placement of
$796.03 in the General Fund was discussed.
5. Discussion - Bicentennial Park.
Greg Last reported that there were no new maintenance items
added to the Maintenance Work Schedule since last meeting
except needed repairs to several picnic tables at the Park.
Randy Robertson suggested that the repair of these tables
might be a possible Eagle Scout project. Robertson will
contact Scout Robert Bastion to suggest this community
project.

6. Discussion - Park Master Plan.
Board Member Rod Johnson expressed concerns about several
points regarding the Plan's survey results.
Motion was made to recommend the Master Plan for City Council
approval subject to changes identifying consultant
recommendations as based on NRPA guidelines and provisions
added calling for movement of ballfield lights from Carroll
Intermediate to the new Carroll High School for joint C . I . S . D.
and Southlake Park and Recreation uses.
Motion: Barnes.
Second: Robertson.
Ayes: Barnes, Johnson, Murphy, Mitchell, Roberts, and
Robertson.
Nays: none.
Approved: 6-0.
7. Discussion - Practice ballfield sites.
Greg Last discussed several potential practice sites which are
owned by Mobil Oil Corporation. City staff will contact Mobil
representative Susan Evans to further discuss such donated
uses of Mobil's undeveloped properties.
Meeting adjourned at 9:17 p.m.
The next meeting is set for Monday, December 9.
