1992-03-09CITY OF SOUTHLAKE PARK AND RECREATION BOARD MEETING Monday, March 9, 1992 Minutes Board Members present: Chairperson, Janet Murphy; Members: Ann Barnes, Lynn Haggerty, Rod Johnson, and Mike Jurecka. Members absent: Terry Mitchell, Randy Robertson, and Mike Thompson. City staff present: Asst. to the City Manager, Chris Terry. Agenda items Discussed: 3. Administrative Comments. a) Janet Murphy reported that the Southlake Citizens for Better Roads Task Force had requested that a Parks Board member serve on the Steering Committee of this community awareness group. Rod Johnson agreed to attend the March 10, 1992 meeting and possibly serve on the Steering Committee. b) Janet Murphy said she plans to meet with City Manager Curtis Hawk on March 11, to discuss Parks Board activities and future goals and objectives. c) Chris Terry discussed the City's request that the Board consider recommending that a bill from the Southlake Baseball Association, amounting to approximately $3,200.00, be paid out of the Parks Dedication Fund. The Board did not wish to do this. d) Janet Murphy reported that 23 trees of three varieties had recently been planted throughout Bicentennial Park. These trees were part of Oak Hills subdivision Park Dedication fee requirements. e) Ann Barnes reported that she had been informed of a recent instance when the Baseball Association had blocked -off the weekend use of the fields at Bicentennial Park but did not actually use them during this time which prevented other citizens from scheduling practices at the park. Janet Murphy said she would investigate the situation with the Association. f) Janet Murphy reported that an additional outfield advertising sign from KDFW-TV Sports needs to be created and hung at the Park as soon as possible along with the three other delinquent signs identified at previous meetings. Identitec in Southlake is presently constructing these signs for display. 4. Consider Timarron Park Dedication Fee Requirements. The Board moved to recommend that Mobil Land Development be granted 50% credit amounting to $40,500.00 for Phase I only (162 lots) of their Timarron development. Further discussion on this matter focused on the inadequate revenue derived from the current Park Dedication Fee Ordinance. Mike Jurecka suggested research into possible restructuring of the Ordinance be considered. 5. Consider Adventure Camp Proposal Phase I and Phase II. Tina Harvey's proposal for Phase I and Phase II of summer and fall recreational programs for the City was considered following Harvey's appearance before the Board at the February 10, 1992 meeting to formally present her ideas. The Board moved to recommend approval of Phase I and II of the Harvey proposal calling for a 1992 "Adventure Camp" to be held June 15-19 at the Bicentennial Park facilities and for a Babysitting class and Rids-N-Motion course to be held in late summer or fall 1992. Motion: Barnes. Second: Haggerty. Ayes: Barnes, Haggerty, Johnson, Jurecka, and Murphy. Nays: none. Approved: 5-0. 6. Discussion - Parks Master Plan. Johnson suggested that the Board pursue recommendations to Council for eliminating the 50% credit option on Park Dedication Fee requirements to developers. Johnson reiterated his feeling that this "trickling in" revenue source will impede implementation of the Master Plan. Jurecka suggested working more closely with the C.I.S.D. to advance the acquisition of community park and recreation facilities. Barnes suggested making a presentation to the School Board explaining the Parks Board's desire to pursue joint -use projects. Janet Murphy recommended devoting time at the next Parks Board workshop to developing a presentation for such a Parks Board\School Board meeting. 7. Bicentennial Park Report. Mike Jurecka suggested that the Board investigate establishing a community festival for the City to be held in early spring of next year. Ideas for a possible festival theme centered around a "Pioneer" or "Heritage" focus recognizing the City's Parks Board Minutes 3/9/92 Page 3 historical sites and features such as the Chisholm Trail and the Lonesome Dove Baptist Church which was the inspiration for the Pulitzer Prize winning novel by Larry McMurtry. Chris Terry will research organizational aspects of developing such a festival by contacting area cities which hold similar events. This topic will be discussed further as an agenda item at the next Parks Board meeting. Meeting Adjourned at 9:10 p.m. A special workshop meeting is scheduled for Wednesday, March 25 at 7:00 p.m. in the City Hall Council Chambers.
