PARK AND RECREATION BOARD MEETING
Monday, July 13, 1992
Minutes
Board members present: Chairperson, Janet Murphy; Members:
Ann Barnes, Lynn Haggerty, Carol Lee Hamilton, Rod Johnson, Vicki
Johnson, Mike Jurecka, Donn Renwick, and Mike Thompson.
City staff present: Chris Terry, Asst. to the City Manager.

3. Administrative Comments.
a) Murphy noted that no official business was undertaken at
the last Board meeting due to lack of a quorum.
b) Terry passed out new 1990 Southlake census data to all
members which was recently received from the North
Central Texas Council of Governments (NCTCOG).
c) Betty Springer appeared before the Board to present an
idea for a free "Gazebo Concert" at Bicentennial Park.
The 1 hour concert will be performed by the Lake Cities
Band on Monday, August 31 at 7:30 p.m. The Board agreed
to serve as sponsor of the event which will involve no
cost to the City. The concert will have a donations
table set up at the site in an effort to raise money to
cover operating expenses of the performing group. The
Board endorsed this idea and expressed a desire to see
future concerts of this sort on a regular basis at
Bicentennial.
4. Consider - Bob Poindexter Tennis Lesson Program.
Janet Murphy presented a written proposal received from Bob
Poindexter of Grapevine, Texas which proposed establishing a
youth tennis program for Southlake. Poindexter would like to
set up his program during the first several weeks of August
for children divided into age groups of 8-11, 12-15, an 13-16.
The class sizes would be limited to 10-12 participants
attending three, 4-hour lessons each week at $20.00 per
person. The standard 5% of proceeds from the program would be
retained by the City. Thompson indicated that past personal
experiences with Poindexter as a tennis coach were favorable.
The Board moved to approve a recommendation to City Council
that Poindexter's tennis program be implemented with
acquisition of the necessary City paperwork requirements.
Motion: Thompson.
Second: R. Johnson.
Ayes: Barnes, Haggerty, Hamilton, R. Johnson, V. Johnson,
Jurecka, Murphy, Renwick, and Thompson.
Nays: none.

5. Discussion - Sales Tax Proposal.
Murphy discussed a Texas City Management Association tape that
she received from Terry which addresses strategies for
conducting an effective .05 sales tax campaign. Murphy
suggested that each Board member review the tape at their
convenience. The Board decided to go before City Council at
the August 4 meeting to request that the .05 sales tax
proposal be placed on the Novemeber 4 election ballot for
voter approval. This will be a joint sales tax initiative
with revenue collected also going towards development of a
Southlake Library system. The Board discussed requesting that
the Mayor appointed a special task force to proceed with the
.05 sales tax campaign. V. Johnson will approach the
Southlake baseball associations to gain their support and
Carol Lee Hamilton will serve as liaison with the Friends of
the Southlake Library.
A special Parks Board workshop is scheduled for Monday, July
20 at the Bicentennial Lodge to discuss the sales tax
proposal.
6. Discussion - FY 1992-93 Budget Requests.
Murphy led discussion about the Parks budget request for the
hiring of a professional Leisure Services Coordinator. R.
Johnson is prepared a draft memo for Council presentation
detailing the need for a parks and recreation staff person.
Murphy requested that Terry prepare a final draft of the R.
Johnson memo before the next special Parks Board meeting on
August 20.
The Board also discussed replacing lights on Field #1. The
Board opposed making the payment of approximately $30,000.00
to complete this project out of the Park Dedication Fee Fund.
The Board felt that this was a general maintenance item that
should be budgeted and paid out of the General Fund budget.
7. Discussion - Lions Club Halloween Proiect.
Renwick presented a proposal from the Southlake Lions Club and
Women's Division of the Southlake Chamber to co-sponsor this
year's "Halloween Haunted House" with the Parks Board.
Proceeds would be split among the three sponsors. The Parks
Board agreed that this would be a good project to pursue.
8. Bicentennial Park.
Thompson reported that the fence around Field #1 was down and
needed repair.
Thompson indicated that grass should be planted around the new
jogging path to prevent dirt from washing. Thompson and
Haggerty will contact area nurseries to solicit grass pad
donations for this purpose.

Haggerty reported that Public Works Director, Mike Barnes
anticipates that the new community building will be ready for
use sometime in September.
Terry will follow up on a request that TU Electric provide
additional lighting poles around the Bicentennial parking
area.
Murphy requested that Teen Court offenders be given the job of
repairing, sealing, and painting existing park picnic tables.
V. Johnson emphasized the need to have drainage improvements
installed before any proposed work is conducted on the
baseball infields. V. Johnson also suggested that a field
consultant be located to assess what measures need to be taken
to improve the infields.
9. Discussion - Park Master Plan.
The Board reiterated promoting the implementation of Phase I
of the Master Plan as a rationale for passing the .05 sales
tax.
10. Discussion_- Recreation Programs.
Terry reported that $165.00 was taken in by the City from Sam
Booker's "Camp of Champions." Terry also reported that
$118.43 was retained from Tina Harvey's "Adventure Camp" as
part of the City's standard 5% in proceeds retention practice.
Meeting Adjourned at 10:10 p.m.
The next regularly scheduled meeting is set for Monday, August 10
at 7:00 p.m. in the City Council Chambers at City Hall, 667 North
Carroll Ave. A special workshop is scheduled for Monday, July 20
at 7:30 p.m. at the Bicentennial Lodge.
