1992-08-10CITY OF SOUTHLAKE PARK AND RECREATION BOARD MEETING Monday, August 10, 1992 Minutes Board members present: Chairperson, Janet Murphy; Members: Ann Barnes, Lynn Haggerty, Carol Lee Hamilton, Rod Johnson, Vicki Johnson, Mike Jurecka, Donn Renwick, and Mike Thompson. City staff present: Lou Ann Heath, Finance Director and Chris Terry, Asst. to the City Manager. Agenda Items Discussed: 4. Administrative Comments. a) Murphy presented information contained in a memo she received from A. Barnes concerning the July 20 special Parks Board meeting held at the Lodge. This work session concentrated on prioritizing various parks projects which could be articulated and promoted in the upcoming .05 sales tax proposal. b) Murphy requested that C. Terry proceed with circulation of a press release asking for community donations for supplies and equipment to be used at the new Bicentennial Park community building. A specific needs list has been drafted by the Parks Board which will be used in the press release. Murphy requested that an additional press release be drafted to announce the completion of the Bicentennial jogging path. c) Terry reported that Bob Poindexter's tennis program has approximately 10 students currently participating in the classes being held at Bicentennial Park. 5. Discussion - FY 1992-93 Budget. Lou Ann Heath appeared before the Board to present a summary of the proposed 92-93 FY budget and to answer any items related to the Parks & Recreation portion of the budget. Heath pointed out that the Leisure Services Coordinator position has been reduced to half-time funding in the proposed budget. The Board plans to draft a letter for presentation to the City Council at the scheduled August 5 Council work session on the budget which requests that this position be restored to a full-time position. The Board also plans to draft a letter to Council stating the Board's recommendation that park dedication fees in the Special Revenue Fund not be spent on proposed Bicentennial baseball facility improvements. The Board does not wish to see Special Revenue Funds spent on a new field and lighting for fields. This position will be relayed to the City Council. Parks Board Minutes 8/10/92 Pg. 2 6. Discussion - Sales Tax Referendum. Murphy presented articles that have appeared in Tarrant and Dallas county newspapers regarding the passage and denial of several recent sales tax initiatives in the area. Terry reported that he is contacting the Southlake Chamber of Commerce to obtain input from Southlake businesses concerning the possible adoption of a .05 sales tax. Meeting Adjourned at 10:25 p.m. The next regularly scheduled meeting is set for Monday, September 14 at 7:00 p.m. in the City Hall Council Chambers at 667 N.
