PARKS AND RECREATION BOARD MEETING
Monday, February 8, 1993
Board members present: Chairwoman, Janet Murphy; Members: Ann
Barnes, Frank Dorer, Carol Lee Hamilton, Vicki Johnson, and Mike
Thompson.
City staff present: Chris Terry, Asst. to the City Manager
Meeting called to order at 7:15 p.m.

3. Administrative Comments:
a) The Board expressed the desire to remove the old lights
coming down at Field #1 and moving them to the field at
the Old Middle School making that site a suitable playing
field.
b) Murphy welcomed Frank Dorer as the Board's newest member.
S. Discussion: Bicentennial Park.
V. Johnson reported that electrical outlets in the score
boxes are in need of repair. Terry will pursue repair.
Murphy suggested clarifying the instructions for
releasing the keys to the park facilities in an effort to
avoid any potential security problems after use of the
park meeting facilities.
The Board requested staff investigate acquiring lights at
the entrance to Bicentennial Park. A utility pole is
currently in place at the entrance.
- The Board recommended turning over the design of the
Bicentennial Park entrance sign to students in the
Carroll High School SAGE class. The Board asked Terry to
invite Community Development Director Greg Last to
discuss the project with the class to ensure that all
pertinent City signage requirements are met.
The Board recommended that staff prepare a letter to Teen
Court Coordinator, Sue McNutt identifying a number of
park projects suitable for sentenced juveniles. Terry
indicated he would write and deliver such a letter.
Murphy recommended that additional trash barrels be
placed throughout Bicentennial Park to reduce the amount
of trash discarded on park grounds.
The Board expressed the desire to pursue construction of
a sand volleyball site at Bicentennial Park. This
project was an item included in the 92-93 FY budget.
6. Discussion: Review for revision - Article VII of Ordinance
No. 483.
Barnes reported that the subcommittee reviewing the park
dedication section of Ordinance No. 483 has met once to begin
work on this issue. R. Johnson is preparing a draft report
for review at the next Parks Board meeting. Barnes indicated
the subcommittee's attempts to tie any revisions to Article

VII to the implementation of the Parks Master Plan. She also
reported that the subcommittee is considering whether to
recommend that the Parks Dedication requirement be removed
from Ordinance No. 483 and take the form of a "stand alone"
ordinance.
7. Discussion: Sales tax referendum - status update.
V. Johnson reported that the Parks And Library for Southlake
(PALS) group will have its first organizational meeting on
Wednesday, February 10 at 7:00 p.m. The objective of this
meeting is to devise a strategy for the education campaign
focusing on the sales tax initiative which will go before the
voters.
8. Discussion: Parks & Rec. Coordinator position.
Terry reported that interviews for the position are scheduled
for this week.
9. Discussion: Master Plan - CORPS property.
This item was tabled due to the absences of Parks Board
subcommitee members researching this issue.
10. Discussion: Joint Utilization Committee.
Murphy reported to the Board that City Council has approved
the formation of a Joint Utilization Committee to pursue
coordinating joint use projects between the City and the
C.I.S.D. The committee members include: Buddy Luce, Bethann
Scratchard, Stephen Apple and Rick Wilhelm. Murphy explained
that the structure of the committee calls for regular
attendance of the Parks & Recreation Board Chair. Due to
other commitments, Murphy will be unable to attend these
meetings for approximately six (6) months. Barnes and
Thompson agreed to rotate attending the meetings to represent
the interests of the City regarding parks and recreation
issues during Murphy's absence.

The next regularly scheduled Parks & Recreation Board meeting is
set for Monday, March 8, 1993 in the City Council Chambers at City
Hall.
