MINUTES
COMMITTEE MEMBERS PRESENT: Cathy Turner, Jason Weddel, Megan
Hartman, Ralph Hopkins, Sally Hall, and Jon Michael Franks.
COMMITTEE MEMBERS ABSENT: Christen Gustafson, Janine Bernasek,
Buddy Luce, Mike Bedrich, and Chauncey Willingham.
The Regular meeting was called to order at 6:00 p.m., by Cathy
Turner, Acting Secretary.
Agenda Item #2, Approval of the Minutes
The Minutes of the May 11, 1992, Teen Court Advisory Committee
Meeting were approved as presented.

Agenda Item #3, Administrative Comments
Ralph Hopkins stated for the record, due to the fact that we are
not able to get sufficient participation to handle the back log of
cases we have right now that are scheduled to go on Teen Court, he
recommended the kids either pay the fine or accept the Teen Court
sentence which is equivalent to the minimal amount of community
service for the class of violation that they are charged with.
This process should be used until we get more stable. Judge
Bradley agrees we should not sentence any more kids to Teen Court
until further notice.
Applications were put out at Carroll High School and at Carroll
Junior High School, however, for whatever reasons, none of the
applications have been returned.
Cathy Turner suggested during registration, have a Teen Court
Registration Table. Registration is the 17th, 18th and 19th of
August. The Teen Lawyers are to take turns manning the tables.
The brochures and applications are to be used for registration.
For the next Board meeting, Ralph Hopkins stated he will shift
through the last batch of applications and present at the meeting.
Also discussed was the possibility of funding a judge and a
coordinator from now until the end of the Fiscal Year.

A further discussion was held in regard to the back log solution
for Teen Court cases.
Motion was made in regard to the back log of cases, that a choice
be given to either pay the fine or accept the Teen Court sentence
which is equivalent to the minimal amount of community service for
the class of offense that they are charged with, effective from
now until September 1, 1992.

Approved: Unanimous.
Coordinator Ralph Hopkins stated we will not have a
problem placing the students during the summer. A
discussion was held in regard to what type cases are
eligible for Teen Court. Volunteer Judges were
discussed, including Carmen Blankenship and Carol Lee
Hamilton. Mr. Hopkins will have a meeting with Judge
Bradley in regard to some of these issues.
Aaenda Item #5, By -Laws for Teen Court Advisory Committee
A discussion was held in regard to the By -Laws for the Teen Court
Advisory Committee. It was suggested the membership be changed
from nine (9) members to an eleven (11) member Board, including six
(6) students instead of four (4) students. Each member shall
within a thirty (30) days period of the appointment, certify in
writing that they have read and understood the By -Laws of the Board.
Motion was made to approve the By -Laws as amended.
