Carroll Avenue TEEN COURT ADVISORY CObrvIITTEE MEETING December 14, 1992 6:00 p.m. MINUTES COMMITTEE MEMBERS PRESENT: Buddy Luce, Jason Weddell, Jason Miller, Cathy Turner, Sue McNutt, Laura Denman, and Sally Hall COMMITTEE MEMBERS ABSENT: Janine Bernasek, Kay Held, Christen Gustafson, John Michael Franks, Brad Bradley #1 The Regular meeting of the Teen Court Advisory Committee was called to girder at 6:00 p.m., by Sue McNutt, Coordinator. Minutes of October 12- Add the following: Hamel Reinmiller, Bailiff, Todd McGrath, Erin Ridenour, Christina Catlin, Bailiff. All were at training session. Jason Weddel moved to approve minutes with this ammend- ment. Buddy seconded the motion to approve Oct. 12 and Nov. 9 minutes. It was passed unanimously. #2 Jason Weddel expressed concerns that teen prosecutors did not get to open discussion at last Monday's Teen Court. Buddy says we should do it like real court. Prosecutors always open and question first. Even though other courts do it differently, we should inform all judges the we will keep real court procedure. #3 Buddy mentioned that one teen went through court on 4 different tickets on different days. Teen court statutes state that you can only go through Teen Court 2 times. Several tickets on one night in one incident can be tried together to constitute one time. Tickets received in separate incidents and times constitute different Teen Court visits. #4 A discussion ensued about consecutive tickets. It was decided that they can serve their time concurrently. #5 Teen Court Coordinator comments: 1. We need to improve our records. 2. Sue will follow-up on community service. If they do not show up for their assignments, they will be sent back to Municipal Court. 3. Sue gave us a report on her activities up until now(enclosed) # 6 Next meeting will be held at Sue's office at Bicentennial Park. 9M 14 *%ftw -2- #7 Sally asked about Sue's hours. She is thinking about the following: Mon.-1-8 Thurs. late afternoon Tuesday- morning lVed. -afternoon She will tell us for sure at the next meeting. #8 Buddy wants The tone of teen court to be more serious. The Bailiff needs to keep order in the court. Talking and laughing are not allowed. The Pabich case and Shawn Nance were not handled well. Sue needs to set the tone. #9 We are shooting for another lawyer and bailiff training for the end of January. Buddy will conduct it. #10 Teen Court will be part of a panel at TCU in February. #11 Sue discussed a little about Teen Court convention and a possible first offender program for at risk teens. #12 Kids need to have parents present at court. We can discuss legality of this with Brad. #13 Sue is planning to try to involve middle school students in Teen Court program --mock trials etc. #14 Laura Denman reported that there were 5 cases pending. There are 2 plea dockets per month. #15 We need to train some new lawyers for next year.
