22 The meeting was called to order by Steve Polasek, director of community services, at
23 7:22 p.m.

25 Agenda Item No 2A Administrative Comments — Southlake Stampede Update:
26
27 Deputy Director of Community Services Chris Tribble announced the first artist
28 rendering for the Southlake Stampede has been received. Additionally, four checks have
29 been received by the Southlake Stampede Sponsorship subcommittee, with commitments
30 for many more. An advertisement of the Southlake Stampede program will be featured in
31 the May/June issue of St. lie Magazine.

33 A tour of the city parks will be conducted this week to look at different areas where
34 individual or groups of Longhorns may be placed. Mr. Tribble, Mary Georgia, a
35 representative from the planning department along with two members from the Stampede
36 Placement subcommittee will participate in the tour. Their recommendations for
37 placement of the Longhorns will be presented to City Council at an April council
38 meeting. A generalized placement map of all the different parks that will show the
39 proposed locations will be drafted.

41 Agenda Item No 2B Administrative Comments —Performing Arts Center Update:

43 Director of Community Services Steve Polasek informed the committee that city council
44 was receptive to the initial presentation made by Van Jones at the April council meeting
45 about developing a performing arts center in Southlake. Council directed staff to assist
46 with preliminary legwork by providing background information. A questionnaire is being

1 developed that will be sent to various existing performing arts centers in Texas and other
2 centers in the United States that are similar to Southlake's location to determine
3 operational and maintenance data information. The committee suggested questions
4 regarding 1) seating capacity and size, 2) ticket prices and 3) flexibility of stage be
5 included in the questionnaire. Additional comments or suggestions should be submitted
6 directly to Steve Polasek or Chris Tribble.

20 Agenda No. 4. Discussion: Promoting Public Art (standingitem)

22 The committee's discussion covered the following topics: public artwork in
23 neighborhood parks, art in the roundabouts and the performing arts center.

25 Art in neighborhood parks — Staff anticipates awarding a professional services contract
26 for design and development of two neighborhood parks — Royal and Annie Smith Park
27 (off of Johnson Road) and Liberty Park at Sheltonwood (off Dove Road, east of
28 Ridgecrest) in June. As part of the construction budget, staff hopes to include funding for
29 placement of some type of public art in those parks. Once funding is provided for the
30 artwork, an item will be brought to the Public Art Advisory Committee to make a
31 recommendation of the kind of art work that would be appropriate in those parks.

33 The one percent funding designated for public art in the construction budgets for Royal
34 and Annie Smith Park and Liberty Park at Sheltonwood may not be reallocated to another
35 project without a budget amendment to the CIP budget. Staff was asked the feasibility of
36 making such a budget amendment so that the monies for art from both projects could be
37 combined and used to fund a single piece of art at the Bicentennial Park entrance that is
38 slated for redesign and construction. Staff was directed to pursue making a budget
39 amendment to fund the artwork for Bicentennial Park entrance if deemed appropriate by
40 management. Several committee members expressed their thoughts that artwork placed in
41 these two neighborhood parks would be subject to more vandalism and that less
42 prominent pieces of art, such as those constructed by companies that specifically design
43 playground/park equipment and playground sculptures, would be better suited for Royal
44 and Annie and Liberty Park at Sheltonwood. It would be better to place more prominent
45 artwork in a highly -visible location such as the entrance to Bicentennial Park. Another

1 suggestion was to utilize students and/or emerging artists from CISD schools to create the
2 artwork for the two neighborhood parks.

4 Art in the Roundabouts — Artwork of some type will be considered for the existing
5 roundabout on Continental Blvd and Carroll Avenue, adjacent to Noble Oaks Park and
6 Old Union Elementary School and for the two future roundabouts at White's Chapel and
7 Continental Boulevard and Carroll and Dove Road.

9 The committee will continue discussion of the existing roundabout at its May meeting
10 after committee members have done independent research on sculptures and artists.
11 Members will present their findings and pictures at the May meeting. Members will
12 consider possible themes for each site as well as how size and dimensions will play into
13 the site, what maintenance issues should be considered and how the surrounding
14 landscape impacts the visual site of the artwork.

16 Bob Price, public works director will be invited to attend the May meeting since public
17 works will be involved in placement of the art feature on a base in the roundabout.

19 The Performing Arts Center — The groundwork for the performing arts center is being
20 laid as non-profit organization status is being acquired for a Center for the Arts in
21 Southlake this week and office space is being leased. Debbie Reid will act as the
22 organization's president. Another step toward initial programming will be to execute a
23 community service agreement with the City of Southlake.

25 Center for the Arts in Southlake hopes to begin classes in September and will work with
26 the city to promote their programs in the park's Southlake Scene, webpages, media
27 releases and cable once a community service agreement is in place.

29 The Center will continue working with Van Jones in the area of "facility development."

31 Members of the Center for the Arts in Southlake are looking at a possible 1.5-acre site for
32 the Center located within Southlake Town Square and have met with the developer, Brian
33 Stebbins. A presentation by the Center may be made at the June 16 City Council Retreat.

35 This item will remain on future agendas as a standing item.

37 Agenda Item No. 5. Public Forum — There was no one present to address Public Forum.

39 Other Item — The ordinance governing the Public Arts Advisory Committee may be
40 amended to add more members.
