Call to Order 21 22 The meeting was called to order by Steve Polasek, director of community services, at 23 7:35 p.m. 24 25 Agenda Item No 5 Consider: Selection of Art for Traffic Roundabouts 26 27 Potential artists and placement of several styles of artwork in the existing roundabout at 28 South Carroll Avenue and Continental Boulevard and in the future roundabouts at 29 Continental Boulevard at White Chapel Road and Dove Road at North Carroll Avenue 30 were discussed. 31 32 Upon approval of the FY 2006-07 CIP Budget by City Council in September, $25,000 for 33 each roundabout will be available in October 2006 for the purchase and installation of 34 artwork. Artwork for the existing roundabout at Continental Boulevard and South Carroll 35 Avenue and the proposed roundabout at Continental Boulevard and South White Chapel 36 Road will be the considered first. 37 38 Bob Price, Director of Public Works, shared information about the challenges of 39 constructing roundabouts, specifically issues related to sight -lines, radius, and angles and 40 offered some general guidelines to the Committee on selecting artwork that would be 41 visible and interesting, but not an invitation for the public to come closer since the 42 intersection is a dangerous place. The process for construction of the City's second 43 roundabout at Continental Boulevard and South White Chapel Boulevard was presented. 44 45 It is important to move quickly on selecting an artist and artwork since a proposal for the 46 artwork and roundabout is anticipated for presentation at the July 20 City Council May 23, 2006 Public Art Advisory Committee Meeting Page 1 of 4 Official Minutes Approved by Public Arts Advisory Committee 6/27/06 1 meeting. Design of the roundabout is expected to take 4-5 months with construction 2 beginning in November 2006 and completion 90-120 days thereafter. 3 4 Several artist names were mentioned by committee members, however, local sculpture, 5 David B. Hickman, was the artist they agreed upon to further investigate. Mr. Hickman 6 will be invited to the meeting on June 27, 2006 to make a presentation of his artwork to 7 the group. 8 9 Next PAAC committee meeting: The next meeting is scheduled for Tuesday, June 27, 10 2006 at 4:00 p.m. (different time than usual 7:00 p.m. start). Staff will email committee 11 members to confirm the meeting date and time. 12 13 Interactive artwork in city parks: Staff presented examples from a manufacturer of 14 functional artwork (or aesthetic play structures as they have been called) that is well- 15 suited for placement in city parks and that could be considered for placement in 16 Southlake parks. The committee's input on placement of such pieces is very important as 17 construction and improvements are made in neighborhood parks. Currently, a portion of 18 the construction budget for the construction of Royal and Annie Smith Park and Liberty 19 Park at Sheltonwood will include some funding for artwork. Other on -going funding for 20 artwork may be from a portion of the hotel/motel tax the city anticipates, proceeds from 21 special art events such as the Southlake Stampede project, and other revenue -generating 22 sources that can be utilized to fund art pieces the parks. Staff will continue to look into 23 functional artwork for the parks and present options and proposals as they emerge. 24 25 Agenda Item No 4. Consider: Election of Officers 26 27 A motion was made to nominate Terri Messing as the Chair for the Public Arts 28 Advisory Committee to serve through the next appointments, which occur in 29 November. Consider: Approval of the Public Arts Advisory Committee meeting minutes of April 25, 2006 A motion was made to approve the minutes. Discussion: Promoting Public Art (standing item) Exhibition of Art The committee's discussion included the possibility of utilizing the Town Hall foyer as an exhibition area for on -going art, sculpture and historical objects. Inviting artists to exhibit their artwork in the city, perhaps at Town Square, without the entanglements of purchasing, may be a way to bring more art to Southlake. Texas Sculptures Association is one of many organizations that could be tapped for such displays if space can be found. The foyer at Town Hall was suggested utilizing either display cases or some sort of "roving art" display fixtures. The committee would like to look into this option and determine what the budget would be to set up such a gallery exhibit area. Any information on possible vendors for the display cases and/or hanging fixtures should be forwarded to either Steve Polasek or Chris Tribble. Agenda Item No. 2B. Administrative Comments: Arts Center Hosting art exhibitions in a public building is a venue that can be transferred to the proposed Performing Art Center once it is built. The questionnaire seeking information from art centers nationwide regarding their funding, operations, size, and use was mentioned. Results of the questionnaire will be shared with the committee at a future meeting. An update on developments of the proposed performing arts center was provided by Center for the Arts in Southlake president Debbie Reid. David George, the architect drafting a visual rendering for the arts center, is incorporating the committee's wish list of elements into his rendering and will make the rendering available to the committee at a future meeting. A timeline is also being developed for the Center as discussions continue with the various groups that may utilize such a facility. Staff will confirm their presentation is on the Retreat agenda. Carroll Intermediate School on North Carroll Avenue was suggested as a possible location for a temporary site for the Center for the Arts in Southlake. Staff recommended contacting Dr. Derek Citty, assistant superintendent for CISD and member of the Joint Utilization Committee, to pursue their interest in using the facility and determine whether security and other operational issues could be worked out if an arrangement can be made with CISD.
