Agenda Item No. 1. Call to Order
The meeting was called to order by Steve Polasek, director of community services, at
4:38 p.m.
Agenda Item No. 2. Presentation: David B. Hickman, Local Sculpturor
Director Polasek introduced David H. Hickman.
Mr. Hickman has art work commissioned by various cities, public and private businesses
and individuals. He provided a presentation of a sampling of his various styles and types
of art work designed with carved wood, stone, hammered metals and glass. Mr. Hickman
recommended kinetic [moving] element pieces for placement in the City's roundabouts.
Outdoor pieces may run from $20,000 - $150,000 depending on the detail, size and
metals.
Committee members offered ideas about themes for the art pieces. The theme for the
South Carroll Avenue and Continental Boulevard roundabout needs to incorporate the
Old Union Elementary School and Noble Oaks Park setting and might include children at
play. A butterfly theme may be appropriate for the Continental Boulevard and South
White Chapel proposed roundabout due to the proximity to the Timarron subdivision
since their theme is also a butterfly.
Costs for foundation work and landscaping may be imbedded in the construction cost of
the proposed roundabouts.

The next step in the process will be City Council consideration of funding for four (4)
pieces of public art in the roundabouts, which if approved, may be available October
2006. A recommendation to City Council on the selection of an artist will follow budget
approval. Once an artist is selected and a piece of art determined and approved through
City Council, staff will work with the artist, landscape engineers and the Public Works
department to present a final rendering of the proposed roundabout to PAAC.
PAAC will continue discussion of appropriate themes for the roundabouts at the July
meeting.
Agenda Item No. 5 was moved up for consideration during the meeting. Steve Polasek
and Carolyn Morris left the meeting at this time.
Agenda Item No. 5. Consider: Submissions for Southlake Stampede Art Work
Deputy Director Tribble facilitated the discussion as PAAC reviewed each of the artist's
submissions for the Southlake Stampede Longhorns and the sponsor's request for specific
themes. Mary and Milan Georgia, Southlake 50th Anniversary Stampede Committee
members, aided in consideration of this item.
Terry Messing arrived during consideration of this item. John Terrell left the meeting
during this item to attend a city council meeting.
A suggestion was made to present the artist submissions to sponsors in a portfolio format.
Sponsors will rank up to five selections in their order of interest. The sponsor's choices
are then submitted to the Stampede Sponsorship Committee to make the artist -to -sponsor
assignments.
A recommendation to City Council for a sponsor to purchase a Longhorn and donate to
the City as public art in according to the Public Art Donation Policy may be placed on the
July PAAC meeting agenda.
Following a lengthy discussion of the artist submittals, motions were made. Brackets [ ]
indicate staff s clarification to the motion.
A motion was made to approve the works. [twenty-two (22) of the twenty-three (23)
artist submissions (excluding #22), for the Southlake Stampede public art event.]

The committee had concerns about matching sponsors request and ensuring appropriate
subject content.
A 2"d motion was made that #23 be pursued further to make sure that it is family -
appropriate and reworked and be assigned to the sponsor. [Altered Longhorn will be
re -submitted for approval.]

A 3rd motion was made that these go back to the Sponsorship Committee in a
portfolio for the sponsors to select with the first payers given first choice and that
they will select their first five choices. [The Stampede Committee, in conjunction with
the Stampede Sponsorship Committee to handle the matching process.]

PAAC recommended that artist submissions #15 and #2 be considered for the City's
Longhorns.
Agenda Item No. 3A. Administrative Comments: Southlake Stampede Update
This item was considered during the previous discussion.
Agenda Item No. 3B. Administrative Comments: Performing Arts Center Update
Ms. Reid reported that members of the Apex Regional Arts Center visited the Charles W.
Eisemann Performing Arts Center in Richardson and the Carpenter Arts Center in Irving
last week and will be sharing the information that was gathered to the committee. Apex is
working on a formal request to the City for initial funding for architectural renderings,
technical consultants and initial art classes and will be bringing a proposal forward in the
near future.
Copies of the responses received from a recent arts center survey will be distributed in a
spreadsheet format at a future PAAC meeting.

Born in Gainesville, Texas in 1942. Served in the U.S. Navy and attended Cooke County
Junior College and the University of Texas in Arlington. Studied sculpture with Octavio
Medellin from 1967-1979. Assisted Octavio Medellin on several large-scale commissions
between 1975-1980. In March 1987 resigned as Field Service Coordinator for Surgikos, Inc.
(a division of Johnson & Johnson) after fifteen years of service to pursue a full-time career
in sculpture. Served on the Board of Directors of the Texas Sculpture Association for three
years, and the board of the Dallas Visual Arts Center for six years. Taught wood and stone
carving classes at the Creative Arts Center of Dallas for ten years. Works in carved wood
and stone, hammered metals, and slumped glass creating and fabricating original designs of
his own work as well as for architects and designers. Selected by the Texas Commission
on the Arts as the Texas State Artist Three -Dimensional category for the year 2004.
Selected by the Dallas Chapter of the American Institute of Architects as Artist of the Year
2005.
