20 The meeting was called to order by Chair Messing at 7:10 p.m.

22 Agenda Item No. 2C. Artist Presentation — Sandra Van Zandt

24 Doug Van Zandt provided handouts and gave a presentation about the technical and
25 maintenance aspects of sculpture work produced by Susan Van Zandt. Ms. Van Zandt has
26 three-dimensional art work commissioned by various cities (such as City of Keller),
27 university museums, historical societies, public and private businesses and individuals,
28 including Ross Perot. Their spotlight piece is a naval aviation monument, which is
29 reportedly the largest aviation monument in the world. Most pieces are bronze, copper
30 and alloy compositions. Cost for a sculpture of a mother bear and two cubs for the City of
31 Keller was approximately $75,000. Outdoor pieces may be priced at $25,000 — up
32 depending upon the detail, size and metals. The mounting base, lighting and other
33 components of the sculpture are considered additional costs.

35 Matching funds may be available for art pieces through the Texas Commission for the
36 Arts.

38 Some committee members suggested birds and trees as themes for the art pieces for the
39 traffic roundabouts. Once the Committee has decided upon a couple of themes, mock
40 pieces can be provided for their review and inspection.

42 Two additional artists — Barvo Walker, who has sculptures in a residential development
43 in Trophy Club and Archie St. Clair, who did the "Sunday Skaters" piece for downtown
44 Grapevine — will be asked to make presentations to the committee in October and
45 November.

1 Discussions about the appropriate themes for the roundabouts will continue at the next
2 meeting.

4 Agenda Item No. 2A. Open Government Training
5
6 Recent State Law requires all elected and appointed officials, which includes members of
7 PAAC, to complete training on the Open Meetings Act and Public Information +Act.
8 Online training is available at www.oag.state.tx.us, or videos and CDs are available to
9 borrow through the City Secretary's Office. Record of Completion certificates will be
10 maintained in the City Secretary's Office.

12 The committee agreed to view the two training videos at their October meeting after the
13 artist presentation.

15 Agenda Item No. 5. Consider: Submissions for Southlake Stampede Art Work
16
17 Deputy Director Tribble facilitated the discussion as PAAC reviewed four (4) artist's
18 submissions for the Southlake Stampede Longhorns.

20 A motion was made to approve submittals #35, #36, #37, and #39 as is, and #38
21 needs to be discussed with the artist regarding the seat.

32 Ms. Reid invited members of PAAC to attend the APEX Committee meeting to be held
33 September 27, 2006.

35 Staff will consult with the City Attorney regarding necessary agenda language to allow
36 for discussions about APEX at Public Arts Advisory Committee meetings.
