Agenda Item #1, Call to Order
Chairperson Ann Creighton called the meeting to order at 6:45 p.m.
Agenda Item #2, Administrative Comments
Shana Yelverton suggested that the next meeting be held on June 24, 1999. Mrs.
Yelverton then introduced the Water and Wastewater Consultants, Cheatham and
Associates, the Transportation Consultant, Kimley-Horn and Associates, and the
Financial Consultant, Lewis McLain.
Agenda Item #3, Consider: Approval of Minutes for the January 28, 1999 and
February 25, 1999 CIAC Minutes
Ann Creighton directed to carry over the approval of the minutes to the next CIAC
meeting.
Agenda Item #4, Discussion: Land Use Assumptions / Growth Rate
Chris Carpenter stated that the Land Use Assumptions Report was finalized. The
Solana portion will be removed with no other changes.
C.D. Peebles asked about Sabre employment being included. Chris Carpenter
answered that they will not have tremendous employment numbers until time for the
next impact fee update. C.D. Peebles asked about their tax relief and its relation to

these impact fees. Curtis Hawk stated that they have not asked for relief on impact
fees. Chris Carpenter will adjust the area after removing Solana.
Agenda Item #5, Discussion: Water/Wastewater Capital Improvements Plan
Eddie Cheatham has worked with the City previously on water and wastewater plans.
He stated that as the City grows and lines are installed, plans are updated and costs are
adjusted. The same costs that were used in 1993 were used in the 1996 impact fee
update. For this reason, the costs were adjusted for this update and were considerably
more than in 1996. Mr. Cheatham presented the sewer map and explained the drainage
basins being north and south. Ideally, the sewage should flow by gravity. The south
interceptor goes to the Trinity River Authority (TRA) treatment plant in Grand Prairie.
The south portion of the sewer is mostly complete. The north portion of the sewer has
to be pumped. The force main is proposed because the sewage cannot flow by gravity
as the south side does.
C.D. Peebles asked if residents "need" this on the north. Curtis Hawk replied that
several subdivisions are asking for it. Eddie Cheatham explained the existing system
and the City's diversionary agreement with TRA. This is a temporary agreement in
place only because the City committed to building the north system, known as the
Denton Creek pressure system. Mr. Cheatham also explained the different drainage
basins and why the need for lift stations due to the topography of the land.
Ann Creighton asked if the fees that the CIAC recommends affect existing homeowners
tying in to the sewer through the neighborhood sewer program. Eddie Cheatham
answered that they do not pay impact fees, only a participation fee set by Council
policy. That will only change if the City Council changes it.
Eddie Cheatham reviewed the cost comparison sheet for wastewater. He explained that
the unit costs have increased due to the cost of materials and contractor schedules. Mr.
Cheatham reviewed the unit prices from 1996 to 1999.
Ann Creighton asked why some actual costs were so much more than estimated. Eddie
Cheatham answered that circumstances such as a healthy economy and a high volume
of construction, special circumstances such as tree boring and material costs are factors
affecting pricing. C.D. Peebles asked if because of existing conditions causing costs to
be more, could the City pass these costs along. Eddie Cheatham answered that it will
cost more because of existing conditions, including trees. Tree preservation drives the
cost up. C.D. Peebles asked about developers estimating, and now those estimates are

inaccurate. It is hard to come up with a price to fit every situation; therefore average
conditions were used to estimate cost. C.D. Peebles recommended that Eddie
Cheatham average the costs of the previous projects to determine unit costs to be used
for this study. Eddie Cheatham will evaluate the costs to determine reasonable unit
costs for the study.
Ann Creighton asked if staff is comfortable with the sizes of the proposed lines. Eddie
Cheatham replied affirmatively, because the plans followed the same criteria as the land
use assumptions for growth.
C.D. Peebles stated that on the last five projects using 8-inch lines, averaging equates
to $68.00 per linear foot. Curtis Hawk said that the length of the line would affect the
cost as well as width. Eddie Cheatham also explained that availability of contractors
would affect costs. C.D. Peebles stated that he would like more realistic figures to be
used for cost estimates.
Eddie Cheatham then summarized the costs of water line construction. Curtis Hawk
recommended using the same analysis as in sewer costs.
Eddie Cheatham then presented the water map and explained the water feed from Fort
Worth to Southlake. The tanks shown on the map will serve the City's build -out
population. Ultimately, the City will have four (4) five million gallon ground storage
tanks and four (4) one and a half million gallon elevated tanks. Eddie Cheatham
explained the pressure areas and water line sizes. Mr. Cheatham then explained
peaking charges and stated that these peaking charges can and may change in the future.
Ann Creighton recommended showing the actual costs on both second ground storage
tanks. Eddie Cheatham will provide a report done for the past committee regarding
peaking charge savings.
C.D. Peebles asked if the City could possibly have peaking charges even after all tanks
are built and should that cost be included in cost estimates. Eddie Cheatham pointed
out that the plan covers build -out population, but no guarantees are available against
future peaking charges. The City's contract with the City of Fort Worth expires in
2002. Eddie Cheatham explained the City's policy on oversizing lines and agreements
with developers for reimbursement.

Agenda Item #6, Adjournment
Both Ann Creighton and C.D. Peebles stated that they were comfortable with the Water
and Wastewater plans. The next meeting is scheduled for Thursday, June 24, 1999.
