Action
Requested: Approval on 2nd Reading of the Southlake 2035 Consolidated Future Land
Use Plan.
Background
Information: The City of Southlake approaches land use planning through sector
planning, a method which divides the City into sectors to identify
development issues and to develop recommendations for each individual
area. This approach recognizes that planning issues are numerous and
complex, and may vary from area to area or even site to site. In short,
the purpose of a sector plan is to:
Establish a detailed background for the planning area;
Identify current development constraints and issues;
Identify features, resources and areas to be protected or
improved;
Explore development opportunities; and,
List recommendations for the future development and
conservation of the area.
The Consolidated Future Land Use Plan (the Land Use Plan) is the fourth
and final element of the Southlake 2035 Land Use Plan, which is a
component of the Southlake 2035 Comprehensive Plan. The
comprehensive plan is a reflection of the community’s values and serves
as a blueprint for Southlake’s future. More specifically, the comprehensive
plan establishes a framework to coordinate the city’s activities and to
guide the city’s decision-making for the next 20 years. As such, the
comprehensive plan and its components are updated on a regular basis.
The Land Use Plan is Southlake’s vision for future development that
serves as a guide for land use decisions and as a foundation for
Southlake’s zoning and subdivision regulations. The plan is a policy
document that allocates the general location, concentration, and intensity
of future development within the City by land use categories. The
Southlake 2035 Land Use Plan replaces the Southlake 2030 Land Use
Plan, which was adopted in 2012.
The Planning & Zoning Commission will also be considering the third
element of the land use plan update, the Southlake 2035 Land Use
Sector Plan (North, Central, West and Southeast) (Ordinance No. 1191).
The SH 114 Corridor Plan was adopted by City Council on June 20, 2017.
The FM 1709 – FM 1938 Corridor Plan was adopted by City Council on
December 5, 2017.
Financial
Considerations: None. The plan was developed by the Southlake 2035 Corridor Planning
Committee and the 2035 Land Use Plan Committee.
Strategic Link: The comprehensive plan falls in line with a number of strategic initiatives;
specifically CBO3 (Engage in thoughtful planning to ensure continued
high quality development that is integrated well into the current built
environment) and CBO5 (Improve quality of life through progressive
implementation of Southlake’s Comprehensive Plan recommendations).
Citizen Input/
Board Review: Development of the Southlake 2035 Consolidated Future Land Use Plan
was overseen by the Southlake 2035 Corridor Planning Committee and
the 2035 Land Use Plan Committee.
The Consolidated Future Land Use Plan represents a combination of the
land use recommendations across all corridor and sector plans in the City
of Southlake. Listed below is a summary of the meetings held for the
various land use plan elements:
SH 114 Corridor Plan – Development of the S.H. 114 Corridor Plan was
overseen by the Corridor Planning Committee. All Committee meetings
are open to the public. The committee met January 10th, February 15th,
March 22nd, and April 19th of 2017 to discuss the S.H. 114 Corridor. An
open house was held April 19th with approximately 50 people in
attendance. A SPIN Town Hall Forum was held on May 9, 2017.
FM 1709 – FM 1938 Corridor Plan – Development of the FM 1709 – FM
1938 Corridor Plan was overseen by the Corridor Planning Committee. All
Committee meetings were open to the public. The committee met on
August 31st and October 4th of 2017 to discuss the FM 1709 - FM 1938
Corridor. A public open house to receive input on the plan was held on
October 4th with approximately 30 people in attendance. A SPIN Town
Hall Forum was held on October 10, 2017.
Land Use Sector Plan (North, Central, West and Southeast) –
Development of the Southlake 2035 Land Use Sector Plan was overseen
by the Southlake 2035 Corridor Planning Committee and the 2035 Land
Use Plan Committee. All Committee meetings were open to the public.
The joint Committee met on January 22nd and March 1st of 2018 to review
and discuss the Southlake 2035 Land Use Sector Plan. A public open
house to receive input on the plan was held on April 10th. A SPIN Town
Hall Forum was held on May 8, 2018.
Consolidated Future Land Use Plan – This plan was presented to the
Southlake 2035 Corridor Planning Committee and 2035 Land Use Plan
Committee during the April 10th meeting. The Consolidated Future Land
Use Plan was presented at SPIN along with the Land Use Sector Plan on
May 8, 2018.

DRAFT ORDINANCE NO. 1192
AN ORDINANCE ADOPTING THE CITY OF SOUTHLAKE
CONSOLIDATED FUTURE LAND USE PLAN AS AN
ELEMENT OF THE SOUTHLAKE 2035 PLAN, THE CITY’S
COMPREHENSIVE PLAN UPDATE.
WHEREAS, a Home Rule Charter of the City of Southlake, Texas, was approved by the
voters in a duly called Charter election on April 4, 1987; and,
WHEREAS, the Home Rule Charter, Chapter XI requires an update to the City’s
comprehensive plan elements every four years,
WHEREAS, the City Council recognizes that the Consolidated Future Land Use Plan is
an element of the Southlake 2035 Plan, the City’s Comprehensive Master Plan,
WHEREAS, the City Council has determined that the Consolidated Future Land Use
Plan complies with the Southlake 2035 Vision, Goals, & Objectives,
WHEREAS, the City Council recognizes that the Consolidated Future Land Use Plan
provides the guiding principles for all the elements of the Comprehensive Plan, including the
Land Use and Master Thoroughfare Plans, for the land use sectors and corridors,
WHEREAS, the City Council has deemed that the Consolidated Future Land Use Plan
has been formulated with adequate public input,
WHEREAS, the City Council has deemed that the recommendations in the Consolidated
Future Land Use Plan herein reflect the community’s desires for the future development of the
City,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF SOUTHLAKE, TEXAS, THAT:
Section 1. All of the findings in the preamble are found to be true and correct and the City
Council hereby incorporates said findings into the body of this ordinance as if
copied in its entirety.
Section 2. The statements in ‘Exhibit 1’ are hereby adopted as the Consolidated Future
Land Use Plan of the Southlake 2035 Plan.
Section 3. The different elements of the Comprehensive Master Plan, as adopted and
amended by the City Council from time to time, shall be kept on file in the office
of the City Secretary of the City of Southlake, along with a copy of the ordinance
and minute order of the Council so adopting or approving the same. Any existing
element of the Comprehensive Master Plan which has been heretofore adopted
by the City Council shall remain in full force until amended by the City Council as
provided herein.
Section 4. This ordinance shall be cumulative of all provisions of ordinances of the City of
Southlake, Texas, except where the provisions of this ordinance are in direct
conflict with the provisions of such ordinances, in which event the conflicting
provisions of such ordinances are hereby repealed.
Section 5. It is hereby declared to be the intention of the City Council that the phrases,
clauses, sentences, paragraphs and sections of this ordinance are severable,
and if any phrase, clause, sentence, paragraph or section of this ordinance shall
be declared unconstitutional by the valid judgment or decree of any court of
competent jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of this
ordinance, since the same would have been enacted by the City Council without
the incorporation in this ordinance of any such unconstitutional phrase, clause,
sentence, paragraph or section.
Section 6. The City Secretary of the City of Southlake is hereby directed to post the
proposed ordinance in its entirety on the City website together with a notice
setting out the time and place for a public hearing thereon at least ten (10) days
before the second reading of this ordinance, and if this ordinance provides for the
imposition of any penalty, fine or forfeiture for any violation of any of its
provisions, then the City Secretary shall additionally publish this ordinance in the
official City newspaper one time within ten (10) days after passage of this
ordinance, as required by Section 3.13 of the Charter of the City of Southlake.
Section 7. This ordinance shall be in full force and effect from and after its passage and
publication as required by law, and it is so ordained.
