Item 4B Memo Item 4B Page 1 of 3 M E M O R A N D U M (June 19, 2018) To: Shana Yelverton, City Manager From: Rob Cohen, Director of Public Works Subject: Ratify expenditures with Davidson Reconstruction, Inc. for various projects in City Facilities in FY2018 in an amount of $64,570 and authorize additional expenditures in the amount of the budget authority of $210,000 Action Requested: Ratify expenditures with Davidson Reconstruction, Inc. for various projects in City Facilities in FY2018 in an amount of $64,570 and authorize additional expenditures in the amount of the budget authority of $210,000. Background Information: The City requires the assistance of a construction firm to complete Facilities projects as needed. These projects are necessary to maintain City buildings and renovate work spaces. Typical projects include painting and remodeling of public spaces, construction of offices, repairs to the buildings and roofing systems, and striping of public parking spaces. In FY 2018 to date, the City has utilized the services of Davidson Reconstruction, Inc. (DRI) to complete several maintenance projects in City facilities. These are listed in the table in the Financial section of this Memo for your review. Several projects were unforeseen, but were required to make repairs to DPS HQ and the DPS North Gun Range in order to repair and prevent further water damage. These unforeseen repairs caused the City to exceed the allowable $50,000 threshold by $14,570 requiring City Council authorization. Therefore, staff requests that City Council ratify these expenditures. Facilities staff has developed an internal tracking process for purchase orders and p-card purchases to ensure this does not occur again. In addition to these projects, the City has recently identified the need to complete several additional maintenance projects this fiscal year. These projects include the replacement of the shingle roof on the Department of Public Safety West Facility (DPS West) and painting of the exterior soffit; and painting of the Library in Town Hall. Item 4B Page 2 of 3 The DPS West Facility located at 2100 West Southlake Boulevard is 21,573 sq. ft. in size and was built in 2000. The facility’s shingle roof is original to the building and is eighteen (18) years old. The shingle roof is showing evidence of hail damage, and wear and tear. The shingle roof is currently in need of replacement in order to maintain its integrity and prevent possible leaks from damaging the recently remodeled facility. The City of Southlake filed an insurance claim with the Texas Municipal League (TML) for existing damage to the shingle roof. On April 20, 2018, TML insurance paid the City $20,331.47 towards the replacement of the roof via claim #PR75931. Financial Considerations: The City's bidding process for this contract award is met through a government purchasing agreement through The Interlocal Purchasing System TIPS/TAPS Contract #170201. TIPS is a purchasing cooperative of the Texas Region 8 Education Service Center (ESC). All TIPS contracts are awarded by the ESC 8 seven- member Board of Directors, and each TIPS vendor has met strict Competitive Bidding Process guidelines established by the ESC 8 administration and the TIPS legal team. The Crime Control Prevention District Board (CCPD) recommended the replacement of the DPS West Facility roof at their May 29, 2018 meeting and funding is available in CCPD account #203399- 598805-C0001 in the amount of $177,550. The balance for this project will be funded from the FY 2018 Facility Maintenance account 00111610-570201.
