Item 9A Demonstration NarrativesDemonstration Please demonstrate that the followina conditions are applicable to the reauested sign variance: 1. That a literal enforcement of the sign regulation will create an unnecessary hardship or practical difficulty on the applicant. The signs requested are consistent with signs previously approved for the Garden District Brownstones. The Sales Trailer is being remodeled for the new Parkview sales program, for which we've been getting a lot of traffic. Adding this wayfinding signage helps to direct people to the Sales Center, mitigating unnecessary traffic around Town Square. To be consistent with the updated Sales Center sign, we've proposed to replace the freestanding Garden District signs with updated Parkview signs at the intersection of Central Avenue and the Highway 114 frontage road, and at the NW corner of FM 1709 and Central Avenue (near Trader Joe's). These signs are requested to be permitted during the initial sales of the Parkview Residences, and shall be removed on the earlier of the date the final condominium unit is sold and closed, or June 30, 2020. 2. Thatthe situation causing the unnecessary hardship or practical difficulty is unique to the affected property and is not self-imposed. The Parkview Residences don't have frontage on Highway 114 or FM 1709, which is where most of the traffic comes from. The purpose of this application is to strengthen wayfinding to this interior location. 3. That the variance will not injure and will be wholly compatible with the use and permitted development of adjacent properties. The sign program proposed herein is compatible with Town Square and the use of adjacent Properties, and with the previously approved Garden District sign program. 4. That the variance will be in harmony with the spirit and purpose of the sign ordinance. The variance requested herein is consistent with the comprehensive and balanced system of signage in the City and within Southlake Town Square. Revised: January 2016 Demonstration 1. The Parkview building is being built to the ROW line, per the Zoning Ordinance. Construction fencing is required just beyond the ROW line, to allow for necessary construction activities. It would be impossible to place signage on the Central Avenue frontage without being into the ROW. 2. That the situation causing the unnecessary hardship or practical difficulty is unique to the affected property and is not self-imposed. This situation of constructing up to the ROW line is unique to Southlake Town Square. 3. That the valance will not injure and will be wholly compatible with the use and permitted development of adjacent properties. The sign program proposed herein is compatible with Town Square and with previous approvals during construction (most recently the 2015/2016 Z Gallerie building construction in Block 2), 4. That the valance will be in harmony with the spilt and purpose of the sign ordinance. The variance requested eliminates an unintended conflict in the Sign Ordinance, and is consistent with the comprehensive and balanced system of signage in the City and within Southlake Town Square.
