Dragon Stadium Addition – Zoning Narrative – ZA 18-032
Dear Richard:
Carroll ISD desires to add pavement for 18 additional bus parking spots at 1085 S. Kimball Avenue,
Southlake, Texas. In addition to the additional pavement, the District will be providing a speed table
and restriping some parking for handicap spaces. A storage structure will be added to store tires out
of the elements. The structure will be approximately 1,200 square feet. The property is currently
zoned S-P-1, Site Plan District. The property is classified as “Industrial - Public/Semi Public” on the
City’s Consolidated Land Use Plan.
In order to develop the property in a manner that is suitable to the needs of CISD, the property will
need to be rezoned. Our request is to allow the stadium expansion under S-P-1 Site Plan District
Regulations using “CS” Community Service District zoning as our basis. This site shall be subject to
all previous conditions of approval unless specifically approved otherwise by the City Council.
Regulatory modifications to the CS development regulations include the following:

DEVELOPMENT REGULATIONS
SITE PLAN DEVELOPMENT FOR CARROLL I.S.D. STADIUM SITE
Permitted Uses:
1. Outdoor sports stadium (includes track and field), offices, meeting rooms, concession
stands, and sanitary facilities.
2. Bus parking and storage.
3. Bus mechanical maintenance.
4. Private (not for resale) petroleum operations:
o fuel storage and dispensing
o other petroleum related issues in character with vehicle maintenance and refueling.
5. Other uses as approved in CS zoning.
6. Tents, portable ticket booths, and portable toilets shall be permitted in accordance with the
attached site plan and all applicable building and fire codes. These structures may not be
erected prior to April 1st and must be removed by December 15th of each calendar year.

Site plan:
Actual construction and usage shall be as shown on site plan as approved by P&Z and City Council.
Development Regulations:
1. Building maximum height limitation - 85 feet.
2. Building setback -Front yard 30 feet at S. Kimball Ave., side, and rear yards to be 25 feet.
3. Maximum lot coverage: Building or structure footprint not to exceed 60%.
4. Maximum impervious coverage not to exceed 95%.
5. No additional development regulations provided for residential adjacency.
6. Five foot (5’) sidewalks will not be required along the east side of Silicon Drive. A five-foot
(5’) sidewalk will be provided on the west side of Silicon Drive only.
7. Buffer yards -width and type as shown on approved site plan.
8. The maximum stadium seating shall not exceed 10,700 seats.
9. Parking:
a. Parking for bus maintenance to be as shown on site plan.
b. The existing transportation bus lot may be utilized for an additional 140 parking
spaces subject to the condition that all buses shall be relocated to an appropriate
location suitable for bus storage the day prior to a game.
c. The minimum on-site number of parking spaces provided for stadium seating shall
be no less than 2,096 parking spaces for all stadium events.
d. The maximum seating to parking space ratio provided on-site shall be no more than
5.105:1.
e. No less than 400 off-site parking spaces shall be allocated for employee, band, drill
team, and cheerleader parking at the Sr. High School for use during all stadium
events.
f. The maximum seating to parking space ratio provided on-site and off-site shall be
no more than 4.29:1.
Landscape:
Planting Requirements: All planter islands in parking areas shall contain a minimum of one (1)
canopy tree with the remaining area in shrubs, ground cover, grasses or seasonal color. Planter
islands which have light poles for lighting the parking areas may substitute two (2)
understory/accent trees for the required canopy tree. All required landscape areas shall be evenly
distributed throughout the entire required parking lot landscape areas.
Previous variance requests included the following:
a. Proposed is one accent tree per island with lawn grass underneath and islands will be
located on the ends of parking rows as shown on the site plan.

b. No landscape area to be provided for seasonal color
c. Interior landscaping provided will be 20 sq. ft per parking stall plus landscaping and/or
ground cover to be provided at periphery of stadium and other buildings with no
calculations based on floor area of buildings.
New variance requests for this submittal will include the following:
A. A variance to the Landscape Ordinance 544-B to request relief from the interior landscaping
requirement.
B. An S-P-1 regulation to request relief from the bufferyard requirements.
C. A regulation to allow the articulation on the alternate tire storage building to be as shown.
No other changes to the previously approved S-P-1 zoning district are proposed and all other
previous conditions of approval remain in effect.
