to the Southlake 2035 Corridor Planning Committee.
Action
Requested: Approval of Resolution No. 18-020, Appointing additional
representatives to the Southlake 2035 Corridor Planning
Committee.
Background
Information: The purpose of this resolution is to appoint two members
from the Southlake 2035 Land Use Committee (Council
Member John Huffman and Planning and Zoning
Commissioner Daniel Kubiak) to the Southlake 2035
Corridor Planning Committee. The Southlake 2035 Corridor
Planning Committee and the 2035 Land Use Committee
worked together to formulate the 2035 Land Use Sector Plan
(North, Central, West and Southeast) and the Consolidated
Future Land Use Plan, elements of the Southlake 2035
Comprehensive Plan. The work on the Comprehensive Plan
has ended and the Land Use Committee’s work is complete
but it is believed that adding members of Land Use
Committee to the Corridor Planning Committee will be
beneficial. The primary purpose of the Southlake 2035
Corridor Planning Committee is to meet with potential
developers or owners of certain properties and provide land
use recommendations for the development of the property
that is consistent with the framework of the Southlake
2030/2035 plan.

Below is a history on the appointment of members to the
2035 Corridor Planning Committee and Land Use
Committee.
On June 16, 2015 City Council appointed representatives to
the State Highway 114 Corridor Task Force, also known as
the Southlake 2035 Corridor Planning Committee. Appointed
members to this committee include Mayor Laura Hill, then
Deputy Mayor Pro-Tem Brandon Bledsoe, then Council
Member Gary Fawks, Planning and Zoning Commissioner
Michael Springer, Planning and Zoning Commissioner Chris
Greer, and Parks and Recreation Board Member Frances
Scharli. The Southlake 2035 Corridor Planning Committee
held their first meeting on December 2, 2015.
On May 17, 2016 City Council approved Resolution No. 16-
024 (6-0) appointing additional representatives to the
Southlake 2035 Corridor Planning Committee. The
appointed member to this committee includes Council
Member Chad Patton and naming Brandon Bledsoe as an
ex-officio member of the committee.
On October 18, 2016 City Council approved Resolution No.
16-051 (7-0) appointing the Southlake 2035 Land Use Plan
Committee to oversee the development of the Southlake
2035 Land Use Sector Plans and the Consolidated Future
Land Use Plan. Appointed members to the committee
include Deputy Mayor Pro-Tem Shawn McCaskill, Council
Member John Huffman, Planning and Zoning Commissioner
Michael Forman, and Planning and Zoning Commissioner
Daniel Kubiak.
On June 20, 2017 City Council approved Resolution No. 17-
029 (6-0) appointing Deputy Mayor Pro-Tem Shawn
McCaskill to the Southlake 2035 Corridor Planning
Committee to fulfill a representative vacancy.
On January 16, 2018 City Council approved Resolution No.
17-050 (7-0) appointing the Southlake 2035 Corridor
Planning Committee to develop the remaining 2035 Land
Use Plan elements, while also adding the Southlake 2035
Land Use Plan Committee to the existing 2035 Corridor
Planning Committee. The representatives for each

Planning Committee: City Council members Shawn
McCaskill and Chad Patton; from the Community
Enhancement Development Corporation, Ex Officio Brandon
Bledsoe; from the Planning & Zoning Commission, Michael
Springer and Chris Greer; and from the Parks & Recreation
Board, Frances Scharli. From the Southlake 2035 Land Use
Plan Committee: City Council member John Huffman; and
Planning & Zoning Commissioners Michael Forman and
Daniel Kubiak.

Consideration: None
Strategic Link: The proposed resolution aligns with the City Strategy Map
under the Focus Areas “Partnerships & Volunteerism” as
well as the Corporate Objectives “C5” Promote opportunities
for partnerships and volunteer involvement and “C6”
Enhance the sense of community by providing excellent
customer service and citizen engagement opportunities. This
initiative also aligns with the City’s Critical Business
Outcome of “CBO3” Engage in thoughtful planning to ensure
continued high quality development that is integrated well
into the current built environment.

RESOLUTION NO. 18-020
A RESOLUTION OF THE CITY OF SOUTHLAKE, TEXAS,
APPOINTING REPRESENTATIVES TO THE 2035 CORRIDOR
PLANNING COMMITTEE AND ESTABLISHING AN EFFECTIVE
DATE
WHEREAS, a Home Rule Charter of the City of Southlake, Texas,
was approved by the voters in a duly called Charter election on April 4,
1987; and,
WHEREAS, the purpose of the committee, as the Southlake 2035
Corridor Planning Committee, is to meet with potential develope rs or
owners of certain properties and develop land use recommendations for
the development of the property that is consistent with the framework of
the Southlake 2030/2035 Comprehensive plan; and
WHEREAS, this committee will develop plan elements that will be
presented to City Council after a recommendation from the Planning and
Zoning Commission for consideration.
WHEREAS, the motion approving this Resolution 18-020 is provided
as Exhibit “A”.
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SOUTHLAKE, TEXAS, THAT:
Section 1. The Southlake 2035 Corridor Planning Committee will
develop land use recommendations consistent with the
framework of the Southlake 2030/2035 Comprehensive
Plan.
Section 2. All of the findings in the preamble are found to be true and
correct and the City Council hereby incorporates said
findings into the body of this resolution as if copied in their
entirety.
Section 3. The City Council hereby appoints the following members to
the Southlake 2035 Corridor Planning Committee:

Section 4. This resolution shall become effective after its passage and
approval by the City Council.
