WORK SESSION: 5:30 P.M. 1.CALL TO ORDER Work Session was called to order by Mayor Laura Hill at 5:32pm. 2.INVOCATION: CLAYTON REED Pastor Reed gave the invocation. Mayor Laura Hill led the pledges of allegiance to the United States and Texas Flags. 3.HONOR LOCAL DPS CHAPLAINS Mayor Hill recognized the dedication and service of the DPS Chaplains to the City. Pictures were taken prior to the work session. Pastor Reed addressed Council to provide a brief history of the Chaplain program. Mayor Hill acknowledged each of the chaplains by name, noting their church affiliation, and date they began service to the City, as listed below. Council stated their appreciation as well. DFW AIRPORT COMMUNITY OUTREACH Mr Chad Makovsky, Executive Vice President of Operations at DFW Airport and Ms. Sandy Lancaster, Environmental Program Manager of Environmental Affairs presented an update and answered questions regarding the status of operations at the airport, the planned runway maintenance projects for 2018, as well as the anticipated impact to aircraft traffic over Southlake. 5. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION. Mayor Hill reviewed the items on tonight’s consent agenda. Director Tribble answered questions regarding Item 4C/SYAC Bylaws. REGULAR SESSION: Immediately following the work session 1. CALL TO ORDER Regular Session was called to order by Mayor Hill at 6:22pm. 2A. EXECUTIVE SESSION Mayor Hill announced the City Council would go into Executive Session pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071 consultation with city attorney, Section 551.072 deliberation regarding real property, and Section 551.087 deliberation regarding economic development negotiations. City Council adjourned for Executive Session at 6:23pm. Executive Session began at 6:38pm and concluded at 7:42pm. 2B. RECONVENE Mayor Hill reconvened the meeting at 7:46pm. BUILDING SAFETY MONTH City Manager Shana Yelverton introduced Senior Director of Planning and Development Services Ken Baker, who provided a brief update on building safety. Mayor Hill presented the Building Department team with a proclamation prior to t he meeting. 3B2. TAXATION City Manager Shana Yelverton introduced Chief Financial Officer Sharen Jackson who updated Council on local property taxes and proposed modifications by the Texas Legislature. Mayor Hill reminded the audience that Southlake increased the local homestead exemption to 20%, the highest allowable exemption. 4. CONSENT AGENDA: Consent Agenda items are considered to be routine by the City Council and are enacted with one motion. Mayor Hill read the consent agenda items into the record. 4A. APPROVE MINUTES FROM THE APRIL 17, 2018 REGULAR CITY COUNCIL MEETING. 4B. CANCEL THE JULY 3, 2018 AND JULY 17, 2018 CITY COUNCIL MEETINGS. 4C. APPROVE REVISIONS TO THE SOUTHLAKE YOUTH ACTION COMMISSION (SYAC) BYLAWS. 4D. APPROVE A NO COST CHANGE ORDER WITH HAYDON BUILDING CORPORATION (HBC) FOR THE BICENTENNIAL PARK PHASE 2, SOUTHLAKE TENNIS CENTER. 4E. PUBLIC FORUM Mayor Hill opened the public forum at 8:07pm.  Rick Bollar of Tesla thanked Council for their support of the Tesla store and charging stations in Town Square. Some public education is necessary to ensure the stations are not used as parking spaces, but overall the locations have been met with enthusiasm from the community. The official ribbon cutting of the Supercharger stations along Carroll Avenue will be held on Saturday, May 12th at 9:00am.
