TO: Southlake Parks Development Corporation
FROM: Chris Tribble, Director of Community Services
SUBJECT: Agenda Item Comments for the Southlake Parks Development
Corporation Meeting – Tuesday, May 1, 2018
________________________________________________________________
Please note: The regular meeting will begin at 4:30 p.m. in the Council
Chambers.
1. Agenda Item No. 2A. Consent: Approval of the minutes from the January 16,
2018 meeting – Please make any corrections to the minutes part of the
motion for consideration.
2. Agenda Item No. 3. Public Forum: Public Forum is the public's opportunity to
address SPDC about non-agenda items. During Public Forum, SPDC will not
discuss or take action on any item brought up at this time.
3. Agenda Item No. 4A. Consider: Recommendation to approve a no cost
Change Order with Haydon Building Corporation (HBC) for the construction of
Southlake Tennis Center. This change order ratifies several constructive
change directives (CCD) given to HBC. Funding for the tasks outlined in the
CCDs are paid by the project contingency, which is part of the guaranteed
maximum price. The project contingency was reduced as work line items
were increased, so the net change to the overall project price is zero.
Although the project contingency was reduced (as work line items were
increased) there is no net change in the overall project price.
4. Agenda Item No. 4B. Consider: Cancellation of the July Southlake Parks
Development Corporation Meeting – Since 2012, following the lead of the City
Council in canceling their July meetings, SPDC has consistently canceled the
July meeting. This item is presented for consideration to cancel the July 3rd
regular SPDC meeting. This item has no packet document.
5. Agenda Item No. 5A. Discussion: Sales Tax Report – The Sales Tax report is
included in your packet. Chief Financial Officer Jackson is available if you
have any questions.
6. Agenda Item No. 5B. Discussion: SPDC Attendance Report – Please let staff
know if you have any questions regarding the attendance record.

May 1, 2018
To: Southlake Parks Development Corporation
From: Rob Cohen, Director of Public Works
Subject: Recommendation to approve a no cost Change Order with
Haydon Building Corporation for the construction of Southlake
Tennis Center
Action
Requested: SPDC recommendation to City Council to approve a no cost
Change Order with Haydon Building Corporation (HBC) for
construction of Southlake Tennis Center
Background
Information: The contract for Construction Manager at-Risk services for
construction of the Bicentennial Park Phase 3 – Southlake Tennis
Center was awarded to Haydon Building Corporation by City
Council on November 1, 2016, followed by approval of the
Guaranteed Maximum Price (GMP) Amendment to the contract
January 17, 2017.
With construction of the tennis center nearing completion, it is
appropriate to present for SPDC’s recommendation a no cost
Changer Order to ratify the Constructive Change Directives (CCD)
given to HBC during the construction of the facility.
Funding for the tasks outlined in the CCDs is paid by the project
contingency, which is part of the guaranteed maximum price. The
project contingency was reduced as work line items were
increased, so the net change to the overall project price is zero.
Although the project contingency was reduced (as work line items
were increased) there is no net change in the overall project price.
A copy of the Change Order is provided with this memo.
Financial
Considerations: Approval of the Change Order to ratify the Constructive Change
Directives for HBC will not impact to the FY 2018 SPDC CIP for the
Southlake Tennis Center project budget.
