We appreciated the opportunity on January 22n" to present our proposal to Corridor Planning Committee. Below is a narrative of our proposal for the use of the above reference property. We would respectfully request our case be heard at the next available Planning & Zoning Commission. The subject property is located at the SE comer of Southlake Boulevard (1709) and Davis (1938) in Southlake Marketplace. The overall site consists of mixed commercial, retail and restaurant services including Hobby Lobby, Starbucks, Dunkin Donuts, Mooyah Burgers, and many more. Urban Air Adventure Park is America's fastest growing family entertainment center. Urban Air has contracted to purchase the former Walmart Neighborhood Grocery store, which occupies approximately 60,000 SF of retail space and has been vacant for approximately two years. Urban Air is a full-service entertainment facility for safe, fund, and affordable family entertainment, birthday parties, school functions, corporate events, field trips, fitness classes, and group events of all ages. Beyond trampolines, the attractions offered (all indoors) include warrior courses, ropes courses, rock climbing walls, dodgeball courts, battle beam, go carts, roller coaster, slam dunk, and many more. This business proposes to bring approximately 10,000 paying customers (primarily children) per month. Park hours are as follows: Monday -Thursday: 3PM to 8PM Friday: 12PM to l IPM Saturday: IOAMto IIPM Sunday: LOAM to 8 P JUMPEROO Wednesday & Friday: LOAM to Noon Urban Air seeks to relocate its current park located in Southlake at 325 Commerce Street. Urban Air's plan is to retain the existing space on Commerce Street to relocate their corporate headquarters (and approximately 35 employees) while having this second location be the new Adventure Park in Southlake Marketplace. There are currently 40 Urban Air parks currently open in the US, with 8 located in DFW and a total of 18 open throughout Texas. In 2018, Urban Ar is set to open 60+ more Adventure Parks in the United States with three in Europe. The property is currently zoned C-3. Our request is to prepare a S -P -I district to allow the entertainment uses and allow for a reduction to the current parking code. The current parking code requires 1 parking space for every 100 SF of floor area. Winkehnann & Associates is in process of preparing a parking study using drone technology at multiple Urban Air locations across the DFW Metroplex to assess the parking needs during peak hours. Keep in mind that 80% of Urban Air customers cannot drive yet and are being dropped off by parents. Each car on average contains three children. Also, out of the approximate 60,000 SF of space to be occupied, over 20,000+ SF is being dedicated to indoor, electric Go -Karts in which only 12 people can use the track at any given time. ConsultingCivil Engineers ■ Surveyors Given the site is adjacent to residential, Urban Air is sensitive to meeting the concerns of the neighborhood regarding safety and noise. Urban Air will implement a policy requiring their employees park in the spaces closest to the roadway in front of the building. Employee break areas will be located inside the business to avoid any unnecessary loitering near the back of the business. At the busiest times of operation, generally Urban Air has no more than 15 employees occupying the park. Also, deliveries to the Park are typically weekly and carried out with box trucks in lieu of semitrailers and we do not anticipate heavy truck traffic such as that required of the former Wal-Mart. With respect to the exterior facade, other than installation of a new sign, we do not anticipate any other modifications or changes to the building or lighting. Urban Air desires to bring a very high-quality business to the space that will reinvigorate the center. We look forward to working with the City Staff on this request.
