Item 4FItem 4F M E M O R A N D U M (April 17, 2018) To: Shana Yelverton, City Manager From: Rob Cohen, Director of Public Works Subject: Approve a Discretionary Service Agreement with Oncor Electric Delivery Company LLC, in an amount not to exceed $505,027. Action Requested: Approve a Discretionary Service Agreement with Oncor Electric Delivery Company LLC, in an amount not to exceed $505,027. Background Information: The purpose of this item is to enter into an agreement with Oncor Electric Delivery Company LLC for the burial of existing overhead power lines along the east side of North White Chapel Boulevard. This coincides with the North White Chapel Boulevard widening project from Emerald Boulevard to 500 feet south of Highland Street project. The existing poles supporting the overhead lines on the east side of North White Chapel Boulevard are currently located in the right of way. Due to the limited right of way and all of the elements in the proposed cross-section of the roadway, relocated overhead utility power poles would be located in the sidewalk. The City has elected to bury the power lines rather than have the relocated poles within the sidewalk or seek additional easements to locate the poles in residential yards. The request for the funds needed for the burial of these utilities were presented to and approved by City Council in the FY2015 CIP budget. This item is before you at this time to execute the agreement with Oncor Electric Delivery Company LLC to perform the necessary construction now that the roadway plans are complete and the necessary right of way/easements have been acquired. Financial Considerations: The City Council approved additional funding in the amount of $850,000 in the FY2015 CIP budget for burial of these overhead lines for this project. Item 4E Strategic Link: The Discretionary Service Agreement with Oncor Electric Delivery Company, LLC links to the City’s strategy map relative to the focus areas of Infrastructure and Quality Development. The specific corporate objective that is met by the construction of these facilities is to Invest to provide and maintain high quality public assets. The critical business outcome is to engage in thoughtful planning to ensure continued high quality development that is integrated well into the current built environment.
