A. Approval of the minutes from the March 27, 2018 Southlake Arts Council
meeting – Please make any corrections to the minutes part of the motion for
consideration.
4. Agenda Item No. 4. Consider
A. Recommendation on final concept for public art for the White Chapel
Boulevard and Highland Street roundabout – Southlake Arts Council will
review Call to Artists finalists’ Seth Vandable, Janice Hart Melito and Michael
McLaughlin concepts for the White Chapel and Highland Street roundabout
and make a recommendation to City Council.
5. Agenda Item No. 5 Discussion
A. APEX Events Update – This item will allow the Arts Council to review APEX
events and to continue planning upcoming APEX events. No packet
documents.
6. For Your Information – Attendance Report – A copy of the Southlake Arts Council
attendance report is included in your packet.

1. CALL TO ORDER
Southlake Arts Council Chairman Leslie Bartlett called the meeting to order at
6:00 p.m.
2. PUBLIC FORUM
Chair Leslie Bartlett opened the Public Forum at 6:00 p.m. There being no one
wishing to address the Arts Council, Chair Bartlett closed the Public Forum.

4. DISCUSSION
4A. APEX EVENTS UPDATE
Arts Council member and APEX representative Terri Messing provided an
update of upcoming events, including the Fort Worth Symphony Orchestra
program April 22, 2018 at The Marq, featuring a grand piano performance; an
APEX Dinner Theatre event in January 2019; APEX line up of this year’s (Sept-
May) series; and Film Day, hosted by Southlake Library, Southlake Arts Council
and APEX on June 29, 2018.
Arts Council discussed changing the date for the September 9, 2018 art gallery
event to September 23, 2018, 5:00 – 6:30 p.m., or another suitable day, to be
determined.
4B. SOUTHLAKE 2035 PUBLIC ART MASTER PLAN
Assistant to the Director and board liaison Cassie Tucker presented Item 4B and
reviewed segments of the draft 2035 Public Arts Master Plan, including the
recommendations from the March 6, 2018 meeting. During discussion, the Arts
Council provided a few suggestions to the draft Plan. They are:
Insert note to clarify the recommendations connection to the City’s Strategy
Map, if possible
Create an abbreviated Arts Master Plan supplement to complement the full
Plan in the future
Move Gateways project to Priority #7 on overall project rankings
Add statement to the Public/Private Developments section or the Goals
section to the affect the Art Council and City would like to explore with its
partners/developers options for performing arts and performing arts spaces.
Recommendation PA14 (page 42) may include Item #2, stating if a new
building/library space is built, to consider incorporating a performing arts
component to allow for additional programming at the building.
Add dance component to descriptions of artistic opportunities
Add Community Band to Recommendation PA12
A work session will be held with City Council to preview the draft Master Arts
Plan.

Subject: Recommendation on final concept for public art for the White Chapel
Boulevard and Highland Street roundabout
Action
Requested: Southlake Arts Council review and recommendation of Call to
Artists finalists concepts for the White Chapel and Highland Street
roundabout
Background
Information: A Call to Artists was released in November 2017 to local, regional
and national artists requesting proposals for public art to be placed
in the City’s sixth roundabout. The City received eleven (11) unique
responses from the Call.
At the January 23, 2018 Arts Council meeting, the artists
submissions were reviewed and three (3) artists were selected to
provide art concepts for consideration. The artists were Seth
Vandable, Janice Hart Melito, and Michael McLaughlin.
Copies of the three artists’ proposed concepts were emailed to you
for your review and recommendation.
Financial
Considerations: Funding in the amount of $90,000 for the design and installation of
artwork is provided in the roundabout project budget. Additionally, a
$1500 stipend was provided to the 3 finalist selected to provide
their complete proposal for Arts Council recommendation and City
Council consideration.
Strategic Link: Approval of the Call to Artists is linked to the City’s Strategy Map
related to Quality Development and Performance Management and
Service Delivery and meets the corporate objectives of Collaborate
with Select Partners to Implement Service Solutions and Invest to
Provide and Maintain High Quality Public Assets. It also is
connected to Critical Business Outcome 05, to Improve quality of
life through progressive implementation of Southlake’s
Comprehensive Plan recommendations.
