Central Expressway, Suite 1400, Dallas, TX 75243 hartgaugler.com April 2, 2018 Mr. Dennis Killough City of Southlake, Texas Planning and Development Services 1400 Main Street, Suite 310 Southlake, Texas 76092 Re: Carroll Independent School District Dragon Stadium Addition HGA Project Number 217307 Dear Dennis: Carroll ISD desires to add pavement for 18 additional bus parking spots at 1085 S. Kimball Avenue, Southlake, Texas. In addition to the additional pavement, the District will be providing a speed table and restriping some parking for handicap spaces. A storage structure will be added to store tires out of the elements. The structure will be approximately 1,200 square feet. Roadway/Access A Traffic Impact Analysis was prepared in December 1999 for the original stadium and included expansion to 10,000 seats. The new capacity will be 10,700 seats. The minimum on-site number of parking spaces provided for stadium seating shall be no less than 2,096 parking spaces for all stadium events. 400 off-site parking spaces shall be allocated for employee, band, drill team, and cheerleader parking at the Sr. High School for use during all stadium events. The maximum seating to parking space ratio provided on-site and off-site shall be no more than 4.3:1. Utilities Water and Sanitary Sewer service: No additional services will be required. Storm Sewer: The detention system for the stadium property was originally designed to accommodate the additional paving being provided in this project so no additional detention will be required. The onsite drainage will consist of existing inlets. The storm drainage will be piped into the existing detention pond on the northwest side of the property. One small area drain will be added for the speed table. The inlet will be piped to an existing curb inlet. Electric, Telephone, and Gas: Franchise utilities exist on-site. Landscape: Trees removed for the pavement addition will be mitigated. Renovations of the existing facility consisting of the following: · Replace site lighting with LED lighting – light poles may also be replaced · Add WiFi to site parking to allow bus drivers to download information · Upgrade manual steel gate to electrical operated gate · Reseal expansion joints in parking lot 12801 N.
