REGULAR SESSION: Members Present: Chairman Jeff Medici, Vice Chairman Ronell Smith Board members: Gina Phalen— Place 1, Sabreena Hakemy— Place 3, Brett Nickel— Place 4, Kenny Cotten— Alternate 1, Robert Kemins— Alternate 2, David Treichler— Alternate 3 and Michael Quinones— Alternate 4. Members Absent: No members absent. Staff Present: Dennis Killough, Deputy Director of Planning & Development Services, Richard Schell, Principal Planner, Karen Heistand, Board Secretary and Miranda Aldaco, Board Secretary. Agenda Item No. 1 Call to Order: Chair Medici called the meeting to order at &30 P.M. Agenda Item No. 2 Executive Session: No Executive Session was held. Agenda Item No. 3 Approval of the Minutes: Chair Medici opened the discussion of the minutes of the Zoning Board of Adjustment meeting held on January 25, 2018. A motion was made to approve the minutes of the Zoning Board of Adjustment meeting held on January 25, 2018. Motion: Kemins Second: Phalen Ayes: Medici, Hakemy, Nickel, Cotten, Kemins, called for a vote by the Board Secretary) Nays: None Abstain: Smith and Triechler Vote: 6-0-2 Motion: Approved and Quinones (Board member Phalen was not Agenda Item No. 4 — Administrative Comments: Richard Schell, Principal Planner, announced that the next scheduled ZBA meeting will be on March 29, 2018 and that the first meeting in March is cancelled due to it being during spring break week. Zoning Board of Adjustment Meeting Minutes — February 15, 2018 Page 1 of 3 REGULAR AGENDA: Agenda Item No. 5 - ZBA-747, Special Exception Use per Ordinance No. 480, Section 44.12(2) for the construction of accessory buildings or structures of a size or aggregate size greater than that permitted on property described as Lot 20, Block 5, Cross Timber Hills Phase II, an addition to the City of Southlake, Tarrant County, Texas and located at 1355 Ten Bar Trail, Southlake, Texas, Current Zoning: "SF-1K — Single Family Residential District. Planner Richard Schell presented details of the case with a slide show presentation to the Board. The applicant is requesting approval of a Special Exception Use per Ordinance No. 480, Section 44.12(2) for the construction of accessory building or structures of a size or aggregate size greater than that permitted to allow an approximately 1,343 expansion to an existing 636 square foot garage in addition to an existing approximately 202 square foot shed and an approximately 50 square foot water tank, bringing the sum total of all accessory buildings and structures on the lot to approximately 2,231 square feet. The maximum area allowed for the sum total of the accessory buildings and structures on a property in the "SF-1K Single Family Residential District is 3% of the lot area or 4,000 square feet, whichever is less. The lot area in this case is approximately 1.05 acres and 3% of the area is approximately 1,372 square feet. Chair Medici opened the public hearing and called upon the applicant or the applicant's representative to make such comments and present evidence as the applicant should desire. Judi Sofka, 1355 Ten Bar Trail Southlake, Texas, the applicant and property owner, once sworn in, presented testimony and answered questions from the board. Chair Medici asked if there were those in the audience who wished to speak in favor of the request. There being none, Chair Medici asked if there were those in the audience who wished to speak in opposition of the request. There being none, Chair Medici closed the public hearing and opened the item for discussion from the Board. A motion was made to approve case ZBA-747 less the one car garage. Motion: Phalen Second: Cotten Ayes: Medici, Smith, Phalen, Nickel Nays: Hakemy Abstain: None Vote: 4-1-0 Motion: Approved Agenda Item No. 6 — ZBA -748, Special Exception use per Ordinance No. 480, Section 44.12(1) for a domestic employee or family quarters on property described as Lot 1, Block 1, Hunter's Ridge Addition, an addition to the City of Southlake, Tarrant County, Texas and located at 1710 Hunter's Creek Dr., Southlake, Texas. Current Zoning: "SF-1A"- Single Family Residential District. The applicant is requesting approval of a Special Exception Use per Ordinance No. 480, Section 44.12(1) to allow the construction of an approximately 1,392 square foot domestic employee or family quarters in an addition to the principal residence. Chair Medici opened the public hearing and called upon the applicant or the applicant's representative to make such comments and present evidence as the applicant should desire. David Walsh, 1654 Creekside Dr. Southlake, Texas, a representative of the owner, once sworn in, presented testimony and answered questions from the board. Chair Medici asked if there were those in the audience who wished to speak in favor of the request. There being none, Chair Medici asked if there were those in the audience who wished to speak in opposition of the request. There being none, Chair Medici closed the public hearing and opened the item for discussion from the Board. A motion was made to approve case ZBA-748.
