Subject: Item 8A: Resolution No. 18-008, Appointing members to the
Southlake 2035 Health & Wellness Master Plan Committee.
Action
Requested: Approval of Resolution No. 18-008, Appointing members to
the Southlake 2035 Health & Wellness Master Plan
Committee.
Background
Information: The purpose of this item is to appoint the Southlake 2035
Health & Wellness Master Plan Committee to develop the
Southlake 2035 Health & Wellness Master Plan.
The City Council has historically appointed committees to
work with staff to develop the various Comprehensive Plan
elements.
On September 19, 2017 during Item 8A (Resolution 17-038)
City Council made Committee appointments for the Public
Art Master Plan, Youth Master Plan and Water, Waste Water
and Storm Water Master Plan. At that meeting City Council
did not make a Committee appointment for the Health &
Wellness Master Plan, but rather directed staff to come back
to a future meeting and provide the Council with an overview
of the responsibilities of the Health & Wellness Master Plan
Committee in addition to providing details on the frequency
of Committee meetings.
On December 5, 2017 staff retuned to City Council and
during Work Session Item 4C made presentation covering
the tentative Health & Wellness Master Plan scope,
highlighted objectives of the Health & Wellness Master Plan
Committee, provided a project timeline, and ultimately

received City Council direction to move forward with the
development of this new master plan element. City Council
asked for staff to take a different approach with this
Committee, opting to post applications that could be
completed for those interested in joining this Committee.
On January 18, 2018 the application was posted to the City’s
website, and was open until February 16, 2018. The City
received 27 total applications.
The Health & Wellness Master Plan represents a new
comprehensive plan element for the City of Southlake.
Planning and Development Services anticipates the
development of this plan lasting from April to September
2018. Adopting of this plan element is expected to be early
in FY 2019.
Among other things, the Committee will work with staff to
review existing City policy documents relating to health and
wellness, evaluate the current health & wellness landscape,
analyze current and future needs related to health and
wellness and Develop and recommend approval of the
Health & Wellness Master Plan.
The comprehensive plan is a reflection of the community’s
values and serves as a blueprint for Southlake’s future. More
specifically, the comprehensive plan establishes a
framework to coordinate the city’s activities and to guide the
city’s decision-making for the next 20 years. As such, the
comprehensive plan and its components are updated on a
regular basis.
Financial
Consideration: There is an inherent cost savings associated with developing
land use plan elements in house. Although certain plan
elements will include consulting work, the plans will be
drafted and carried through the development process by City
staff.
Strategic Link: The proposed resolution aligns with the City Strategy Map
under the Focus Areas “Partnerships & Volunteerism” as
well as the Corporate Objectives “C5” Promote opportunities
for partnerships and volunteer involvement and “C6”
Enhance the sense of community by providing excellent
customer service and citizen engagement opportunities. This
initiative also aligns with the City’s Critical Business

Outcome of “CBO3” Engage in thoughtful planning to ensure
continued high quality development that is integrated well
into the current built environment.

City Council: On March 6, 2018 City Council took no action on appointing
the Health & Wellness Committee, noting they would appoint
the Committee at the March 20, 2018 City Council meeting.
On March 20, 2018 City Council tabled the appointment of
the Health & Wellness Committee to the April 3, 2018 City
Council meeting.
Legal Review: None
Alternatives: Table the appointment of the Southlake 2035 Health &
Wellness Master Plan Committee to a future City Council
meeting.

RESOLUTION NO. 18-008
A RESOLUTION OF THE CITY OF SOUTHLAKE, TEXAS,
APPOINTING THE SOUTHLAKE 2035 HEALTH & WELLNESS
MASTER PLAN COMMITTEE AND ESTABLISHING AN
EFFECTIVE DATE
WHEREAS, a Home Rule Charter of the City of Southlake, Texas,
was approved by the voters in a duly called Charter election on April 4,
1987; and,
WHEREAS, the Home Rule Charter, Chapter XI requires an update to
the City’s comprehensive plan (Southlake 2035 Plan) every four years;
and,
WHEREAS, the City Council has determined that the various
Southlake 2035 elements will be developed by committees appointed by
City Council; and,
WHEREAS, these committees will develop plan elements that will be
presented to City Council after a recommendation from the Planning and
Zoning Commission for consideration.
WHEREAS, the motion approving this Resolution 18-008 is provided
as Exhibit “A”.
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SOUTHLAKE, TEXAS, THAT:
Section 1. The Southlake 2035 Health & Wellness Master Plan
Committee is hereby established:
Section 2. All of the findings in the preamble are found to be true and
correct and the City Council hereby incorporates said
findings into the body of this resolution as if copied in their
entirety.
Section 3. The City Council hereby appoints the following members to
the Southlake 2035 Health & Wellness Master Plan

Section 4. This resolution shall become effective after its passage and
approval by the City Council.
