there was an increase in visits to the Library, this is considered to be inaccurate
due to the faulty security gates during the months of October through December
2016, during which not all gate counters were functional. City Librarian noted that
with reduced numbers in other areas, the traffic was likely slightly down too. She
attributed the reduced numbers to the reduced number of programs because of
voting periods which made space unavailable and a shortened school vacation at
CISD. The digital library may also have made access to materials easier from
home, so in a busy holiday rush users may have preferred to check out eBooks
and eAudio. Overall, the Library numbers are strong but she would like to see an
effort to provide more programming in 2018 and she plans to seek a grant to
assist with program funding from the Texas State Library.
4. DISCUSSION
4A. Hancher Foundation Grant
City Librarian Pfledderer stated that the Library received a grant from the Ladd
and Katherine Hancher Library Foundation in the amount of $13,712 to support
preschool and early elementary learning. The grant provided $6,800 to replace
two children's Awe Early Literacy stations which provide early digital learning in a
safe, internet-free environment. The Hancher Foundation funded the original two
stations, but after years of daily use, they were beginning to malfunction and
replacements were needed.
The grant also provided $6,912 to develop a special collection of early learning
kits geared toward preschool and early elementary ages. The kits are in subject
areas of math, science, reading, art and social science. They include hands-on
learning manipulatives paired with books on the subject. She provided an
example kit on the social science Families, which included foam family members,
write -on wipe -off activity boards and 3 books on families. Other subjects may be
phonics, measurement, telling time, going to the potty, making friends, etc.
513. Chinese New Year Lantern Walk
City Librarian Pfledderer noted the partnership between the Library and
Southlake Sister Cities to promote the student ambassador program and to bring
multi -cultural educational events to the Library. The Library supports the
promotion of the student ambassador program each year. There are upcoming
trips to China and Japan and the youth librarian will be the chaperone to the
Japan ambassadors.
The Library also partners with Sister Cities on Chinese New Year activities.
There will be a Chinese New Year Story Time in the Library on February 27,
2018. The Library will also partner with them on a Lantern Workshop and Lantern
walk through Town Square on March 3, 2018.

Board Member Bharath asked questions about the Library budget and the role of
the Library Board to seek guidance on how best the Library Board could support
the needs of the Library. City Librarian Pfledderer responded to the questions
and gave insight into how budget decisions are made and advised that she would
be the primary point of sharing information about any changes to the Library. She
also noted that the City Council values the opinions of the Library Board and
when the time comes for decisions on changes, they should expect invitations
from the Council to give opinions to them as they make decisions.
