Re: Block 22 development proposal
Dear Mr. Bliss:
Per your request, Lee Engineering has reviewed the proposed development plan for Southlake Town
Square Block 22. The block is located north of FM 1709 between Central Avenue and Summit
Avenue. The proposed plan calls for closing an existing access point to Central Avenue and
constructing a 3,000 square foot restaurant.
Based on the information provided, we offer the following observations:
The proposed development plan is predicted to generate fewer trips and generate lower parking
demands than the previously approved plans for the block. The table below summarizes the trip
generation and parking demands associated with the current and past development proposals.

The existing northern access point to Central Avenue is offset slightly to the south of the existing
driveway that serves the Trader Joe's parking area. This offset creates overlapping left turn paths
and a potential for grid lock for left turns from Central Avenue to the driveways. The elimination of
this access point as proposed with this plan will eliminate this condition.
Any driveway or access point creates conflict points and the potential for crashes. A typical four leg
intersection has 32 conflict points while a T -intersection has 9 conflict points. Eliminating the
existing access point will reduce the number of conflict points on Central Avenue from 41 to 18.
Left turns from Block 22 onto Central Avenue can be a challenge during peak hours due to queuing
from the signal at FM 1709 and will continue to be the case with or without the proposed

development and access changes. The block has a secondary access to Summit Avenue that serves
as an alternate route when there is congestion on Central Avenue.
The overall impact of the proposed development plan is a reduction in trip generation and parking
demand associated with the block and reduced conflict points on Central Avenue.
