ZA17-092 and ZA18-001 Dear Mayor Hill, I'm a 11 % year resident of the Brownstones of Town Square (@ 1514 Main Street) and oppose the proposed Shake Shack restaurant on the basis of: • Expected noise originating from the restaurant area itself, as well as noise from their patron's encouraged use of Summit Park. • Expected increase in traffic congestion, primarily along Central Avenue.... between Southlake Boulevard and Main Street. • Expected parking congestion in the current parking lot, especially during the restaurant's peak operating periods. • Encroachment into an established neighborhood park, for the benefit of a "for profit" business enterprise. • Possible devaluation of our Brownstone home values. From my personal perspective, I get the feeling that the developer may be guilty of "speeding", in his pursuit of getting this project through Council. In addition, I think he is trying very, very hard to "force fit" a "square peg in a round hole ...... for there is so much about the proposed Shake Shack restaurant that just doesn't fit my image of Town Square, plus its distinct probability of negatively impacting our residential neighborhood. The basis for my comment regarding "speeding" are as follows: The developer brings a proposed structural design to Council that's in stark contrast to everything else in Town Square. Either the developer doesn't understand the culture of a Shake Shack restaurant or he doesn't care about bringing a "community gathering place" so close to our homes. Once he identified Shake Shack as the potential occupant for the proposed site, he could have had a meeting(s) early on with Brownstone homeowner's .... so that we could have worked with him regarding our thoughts, opinions and suggestions. Instead, we the homeowners are now "playing catch up" regarding this matter. Read in DaHasNews.com dated 2/22/18 that "Shake Shack leased 3,000 square feet of restaurant space at 1256 Main Street in Southlake". COMMENT: Hope the lease was signed "contingent on Southlake City Council approval of the proposed project". Page 1 Beyond myself, numerous Brownstone residents oppose the proposed "fast, casual restaurant ...... especially those that reside closest to the proposed restaurant site and/or "front" Summit Park. As shown by the attached "map", there is a very strong position of opposition along the section from 1500 Main through 1560 Main .... and along the section from 161 Summit through 179 Summit. These residents readily shared their position, since they will be impacted the most. However, those Brownstone residents farther away from the proposed restaurant site and less likely to be impacted, were not nearly as ready to declare their position. As of March 13th, the results of our contact efforts are as follows: • Of the 44 Brownstone units, attempts were made to contact every single unit .... either via email, phone or knocking on their door. • Received responses from 24 Brownstone residents (55 percent). • Of the 24 responders: • 21 oppose the restaurant (88 percent). • 2 support the restaurant (8 percent). • 1 abstained (4 percent). • Of the 21 Brownstone units who responded and front Summit Park: • 19 units oppose the restaurant (90 percent). • 1 unit supports the restaurant (5 percent). • 1 unit abstained (5 percent). • 18 Brownstone units have signed a PETITION OF OPPOSITION. With 88-90 percent of the responding Brownstone residents OPPOSING the proposed Shake Shack restaurant, I respectfully appeal to the Southlake City Council to vote NO against the proposed restaurant.... especially a "fast, casual" restaurant that prides themself in creating a "community gathering place". We are individual owners of the nearby Brownstones of Town Square and have based our OPPOSITION on the basis of the following issues.... either singularly or in combination: • Expected noise pollution. • Expected increase in traffic & parking congestion. • Expected litter pollution in Summit Park. • Encroachment into an established Neighborhood Park (Summit Park), for the benefit of a private business enterprise. • Possible devaluation of our home values. We have signed this PETITION OF OPPOSITION as private citizens of Southlake and again, as home owners of the Brownstones .... without the support, encouragement and/or oversight of our Brownstone Home Owner's Association.
