CALL TO ORDER Chairman Beverly Blake called the meeting of the Senior Advisory Commission to order at 1:02 p.m. 2. PUBLIC FORUM — Chair Beverly Blake opened Public Forum. Lou Braun, former Senior Advisory Commission member, 106 Starling Court, Southlake, talked about the development of the Senior Center and how it evolved through the process. He recounted negotiations between City officials and SAC members and acknowledged that the City has fulfilled their commitments regarding the Center. Mr. Braun also spoke about The Marq Southlake Champions Club membership fees for residents and non-residents; a grandfather provision for long-time Senior Center members; access to the indoor walking track and pool; and inquired about other miscellaneous fees/charges associated with a Champions Club membership. Charlie Boyd, former Senior Advisory Commission member, commented on feedback he has received from seniors about fees and access to facilities at The Marq City of Southlake Values.- Integrity alues:Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork Senior Advisory Commission Minutes of the February 13, 2018 Page 2 of 5 Southlake Champions Club and asked for further discussion and a specific motion to address concerns that may be relayed to City Council. Bernice McCauley, former Senior Advisory Commission member, 900 Wild Wood, Southlake, spoke about the design of the parking lot at The Marq Southlake. She also recommended current Senior Center members be grandfathered in at no charge and not be subject to the proposed fees for membership to The Marq Southlake Champions Club. Chair Blake acknowledged the comments and concerns expressed during Public Forum and advised the issues would be discussed with City staff. There being no one else to address the Commission, Public Forum was closed. 3. REPORTS 3A. METROPORT MEALS ON WHEELS There was no report at this meeting. A copy of the 2017 cumulative MMOW report was included in the meeting packet. 313. CALL A RIDE SOUTHLAKE CARS Chairman Brighton Greene summarized the CARS report and responded to questions from the Commission. CARS provided 1,885 total trips during 2017, utilizing 24 volunteer drivers, driving 12,576 miles. The statistics represent an increase of 315 rides over last year's rides and is the best ride volume CARS has had since 2013. During 2017, the highest ride volume was for trips to the Southlake Senior Center and to other senior centers. CARS is looking for opportunities to advertise CARS services and to recruit volunteer drivers. A suggestion was made for CARS to make a presentation at the MMOW luncheon. Another suggestion was to have brochures available at the Library. 3C. SOUTHLAKE SENIOR FUNDING, INC. Southlake Senior Funding, Inc. representative Bernice McCauley presented the report and was available to answer questions regarding SSFI activities. SSFI is in the process of writing new bylaws. Members were encouraged to become an SSFI member and sign up cards for the SSFI Kroger program were distributed. SSFI sponsored many activities during 2017 including "Coloring for Adults" and field trips to Reunion Tower, Dallas Museum of Art, Dallas Arboretum, Artisan Theatre, Aquarium of Americas, Hot Springs and sponsored half of the MMOW Christmas luncheon. CITY MANAGER'S OFFICE Assistant to the City Manager Lauren LaNeave presented the results of the bi-annual Citizens Satisfaction Survey and responded to questions. It was noted that overall satisfaction for senior services was ranked very high. The full Citizen Satisfaction Survey report is available on the City's website at www.cityofsouthlake.com/citizensurvey. 3E. ECONOMIC DEVELOPMENT Economic Development & Tourism Deputy Director Daniel Cortez updated the Commission on economic issues and development projects within the City and responded to questions. 3F. COMMUNITY SERVICES Hospitality & Sales Manager Tiffany Irwin presented the December Senior Activity Center Membership Report and responded to questions. Agenda Item 5A, SAC 1St Quarter Dashboard Report was considered at this time. See Item 5A below for SAC action. 3G. SENIOR SERVICES Senior Services Coordinator Soheila Mashat-Phelps reported programs and seminars have been well attended and to full capacity. Positive feedback has been received regarding current services and classes. A satisfaction survey will be distributed in March and members were encouraged to participate in the survey. New personnel have been hired including a new Recreation Specialist and Bus Driver. 4. CONSENT AGENDA Consent Agenda items are considered to be routine by the Commission and are enacted with one motion. 4A. APPROVAL OF THE MINUTES FROM THE JANUARY 9, 2018 REGULAR SENIOR ADVISORY COMMISSION MEETING. There were no corrections or changes presented for the January 9, 2018 meeting minutes. APPROVED A motion was made to approve the minutes of January 9, 2018 meeting as presented. The Report will be inserted in the City Council meeting packets for the February 20, 2018 meeting. APPROVED A motion was made to approve the 1St Quarter SAC Report. CHAMPIONS CLUB SENIOR MEMBERSHIP FEES AND PROGRAMS Deputy Director of Community Services Candice Edmondson presented the Champions Club senior membership fees and programs information and responded to questions. Prior to memberships going on sale later this summer, staff will present all of Champions Club program offerings. 7.
