Item 5 - Approved MSP14-003 Carroll Pointe S T A F F R E P O R T October 8, 2014 CASE NO: MSP14-003 PROJECT: Master Sign Plan for Carroll Pointe EXECUTIVE SUMMARY: On behalf of Greenway Investment Co., Comet Signs is requesting a master sign plan for the Carroll Pointe retail development located at 1201 E. SH 114, Southlake, Texas. DETAILS: On behalf of Greenway Investment Co., Comet Signs is proposing a master sign plan that includes attached building signs, monument signs and a single tenant (Chuy’s) blade sign for the Carroll Pointe retail and restaurant development currently under construction at the southeast corner of SH 114 and Carroll Avenue. The sign package includes specific signage renderings for Chuy’s restaurant, as well as written regulations that will apply to the entire development. Any Carroll Pointe tenant or development signs not addressed in the table below shall comply with Sign Ordinance 704, as amended. The specific sign regulations requested are as follows: Sign Type Proposed Sign Ordinance 704-F Number of signs per street front Chuy’s is proposing one (1) attached building sign and one (1) building blade sign on the east elevation One (1) sign per street front Total number of attached signs to include a building blade sign facing an internal street or drive Chuy’s is proposing three (3) signs – two (2) attached building signs (east and west elevations) and one (1) building blade sign (east elevation) Two (2) attached signs per tenant/lease space or One (1) building blade sign per lease space in lieu of one (1) attached sign Department of Planning & Development Services Sign Type Proposed Sign Ordinance 704-F Maximum letter height for attached sign facing Carroll Avenue (west elevation) Chuy’s is proposing an attached sign on the west elevation that shows 26 inches for the “C” 16 inches Maximum square footage for building blade sign Chuy’s is proposing a building blade sign that is 52 square feet total / 26 square feet per sign face. 8 square feet total / 4 square feet per sign face. The proposed monument signs and the remaining building attached signs shown in the master sign plan packet meet the current sign ordinance (704-F) regulations. PROPERTY SITUATION: The property is located at 1201 E. SH 114 HISTORY: There is no previous sign history at this development which is currently under construction. CITY COUNCIL ACTION: October 7, 2014; Approved (7-0) noting approval of the variances as proposed with respect to Chuy’s restaurant: 1. One attached building sign and one building blade sign on the east elevation; 2. Three signs with two attached building signs (east and west elevations) and one building blade sign (east elevation); 3. An attached sign on the west elevation that shows 26 inches for the “C”; and, 4. A building blade sign that is 52 square feet total / 26 square feet per sign face. Signs may be illuminated with internal lighting and background (halo) is encouraged. No exposed neon allowed. 2) Monument Signs: Two multi- tenant monument displays to be erected. One sign at 11’-3” tall, to be placed at the Northwest corner of HWY 114 and Carroll Rd. and one 6’ tall display to be placed at the furthest North entrance on Carroll Ave. 3) Window Signs: To adhere to City of Southlake sign ordinance. 4) Directional / Way Finding Signage: To adhere to City of Southlake sign ordinance. 5) Directory Signs: To adhere to City of Southlake sign ordinance. 6) Blade Signs: Chuy’s Restaurant to be allowed one (1) additional blade type sign with a maximum surface area of 26 sq ft per side. Case No. Attachment C MSP14-003 Page 2 Design Elements of Carroll Pointe Master Sign Plan 1) Attached Building Signs: • LED or neon illuminated channel letters with polycarbonate faces. • Letter faces and colors to be determined by tenant. • Letters will be mounted to a maximum 6” thick wireway. • Letter height to adhere to City of Southlake sign ordinance. 2) Monument Signs: • Brick/aluminum/concrete block construction having silver routed out show-thru faces with acrylic/lexan backgrounds. Background colors to be determined by tenant. • Internal illumination provided by T8 fluorescent bulbs. • “Carroll Point” logo to be ¼” thick routed aluminum painted black, with external lighting • Address numerals to be ¼” thick routed aluminum painted black. 3) Window Signs: To adhere to City of Southlake sign ordinance. 4) Directional / Way Finding Signage: To adhere to City of Southlake sign ordinance. 5) Directory Signs: To adhere to City of Southlake sign ordinance. 6) Blade Signs: • Steel, aluminum and acrylic construction. • 3M vinyl overlays, colors to be determined by tenant. • LED/neon internal illumination. • End-cap tenant (Chuy’s) allowed one (1) blade type sign with a maximum 26 square foot size.
