COMMISSIONERS PRESENT: Daniel Kubiak, Michael Forman, Craig Rothmeier,
Kourosh Panahy, and Michael Springer.
STAFF PRESENT: Deputy Director of Planning & Development Services, Dennis
Killough; Principal Planner, Richard Schell; Planner, Lorrie Fletcher; and Commission
Secretary, Selena Serrano.

Chairman Forman called the regular session to order at 6:36 p.m.
2. EXECUTIVE SESSION
No Executive Session held.
3. APPROVAL OF THE MINUTES
A motion was made to approve the minutes from the January 18, 2018 Planning and
Zoning meeting.

4. CONSIDER ADMINISTRATIVE COMMENTS
Chairman Forman asked Deputy Director, Dennis Killough, if there were any
administrative comments.
Deputy Director, Dennis Killough, announced that there were no comments to be made.
Chairman Forman recused himself from Item 5, Specific Use Permit for Drunken Cow,
ZA18-003.
REGULAR AGENDA:
5. CONSIDER: RESOLUTION NO. 18-005 (ZA18-003), SPECIFIC USE PERMIT
OUTDOOR SALES OR SERVICES FOR THE DRUNKEN COW ON PROPERTY
DESCRIBED AS TRACT 1E01, FRANCIS THROOP SURVEY, ABSTRACT NO.
1511 AND LOT 1, BLOCK 1, YATES CORNER ADDITION, AN ADDITION TO
THE CITY OF SOUTHLAKE, TARRANT COUNTY, TEXAS, LOCATED AT 2180
AND 2190 E. DOVE ROAD, AND 1604 N. KIMBALL AVENUE, SOUTHLAKE,
TEXAS. CURRENT ZONING: "C-1" NEIGHBORHOOD COMMERCIAL DISTRICT
AND "S-P-2" GENERALIZED SITE PLAN DISTRICT. SPIN NEIGHBORHOOD #4.
PUBLIC HEARING
Planner, Lorrie Fletcher, came forward to present ZA18-003.
Staff opened for questions.
No questions were asked.
Applicant, Billy Avila, came forward to speak and to answer Commission’s questions.
Commission asked if there would be any public restrooms.
Applicant stated that there are no restrooms on-site for customers.
Vice Chairman Kubiak, opened the public hearing.
Diana Wagner, 1480 North Kimball Avenue, Southlake, Texas, came forward to speak
in opposition.
Vice Chairman Kubiak, closed the public hearing.
The applicant was called to return to the podium to answer more questions, and discuss
the proposed Specific Use Permit.
A motion was made to approve ZA18-003, subject to the Staff Report dated February 2,
2018, and the following stipulations:
The trailer is to be parked with the service area away from the main highway;

No banner sign as proposed;
Present City Council with a plan for a porta-potty or at least an emergency
restroom facility for patrons in they needed it;
Provide designated parking signage to direct traffic to least congested areas
during hours of operation.

6. CONSIDER: ZA18-004, SITE PLAN FOR 260 GRAND AVE. ON PROPERTY
DESCRIBED AS LOTS 3R AND 4R, BLOCK 3R2R, SOUTHLAKE TOWN
SQUARE, PHASE I AND IV, AN ADDITION TO THE CITY OF SOUTHLAKE,
TARRANT COUNTY, TEXAS AND LOCATED AT 1361 FEDERAL WAY AND 250 -
290 GRAND AVE. (ALSO ADDRESSED BY TARRANT APPRAISAL DIS TRICT
AS 200 GRAND AVE. W.), SOUTHLAKE, TEXAS. SPIN NEIGHBORHOOD #8.
PUBLIC HEARING
Principal Planner, Richard Schell, came forward to present ZA18 -004.
Staff opened for questions.
No questions were asked.
Applicant, Raimondo Bonta, and Mathew Maret, came forward to speak, and to answer
Commission’s questions.
Chairman Forman opened the public hearing.
No one came forward to speak.
Chairman Forman closed the public hearing.
A motion was made to approve ZA18-004, subject to the Staff Report dated February 2,
2018, and Site Plan Review Summary No. 2, dated February 1, 2018, and as the
Chairman pointed out, there are no variances requested with this application.
