EXECUTIVE
SUMMARY: Bennet Liu is requesting approval of a Site Plan for Lot 1, Players Circle on property
described as Lot 1, Players Circle Addition, City of Southlake, Tarrant County, Texas,
located at 1901 W. Southlake Boulevard, Southlake, Texas. The current zoning is “C-
3” General Commercial District. SPIN #10.
DETAILS: The purposes of this request to add 2 a dditional parking spaces to what was originally
approved with the site plan for a total of 42 spaces. In February 2015, the City Council
approved a site plan for a one story 4,171 square foot building having up to
approximately 3,200 square feet of restaur ant and approximately 971 square feet of
office/retail floor area. The site plan was approved showing up to 40 parking spaces to
accommodate this configuration. The building has been built in accordance with the
approved site plan with 39 parking spaces, which accommodates the previously
anticipated building occupancy. The east half of the building is currently occupied by
a 2,000 square foot coffee shop. The property owner wishes to add three (3)
additional parking spaces, 2 spaces in addition to the approved plan, to accommodate
the possibility of another restaurant in the remaining 2,171 square feet of building floor
area. In order to meet the minimum parking ratio of 1 space/100sf of floor area for
restaurant use, the additional three (3) parking spaces are needed. Two (2) of the
spaces are being added to the northeast parking lot and one (1) space to south
parking lot.

BACKGROUND INFORMATION

PROPERTY SITUATION: 1901 W. Southlake Boulevard
LEGAL DESCRIPTION: Lot 1, Players Circle Addition, City of Southlake, Tarrant County, Texas.
LAND USE CATEGORY: Retail Commercial
CURRENT ZONING: “C-3” General Commercial District
CITIZEN INPUT: A SPIN meeting was not scheduled for this project.
HISTORY: City Council placed the “C-3” zoning on a portion of the property with adoption
of the Comprehensive Zoning Ordinance No. 480 on September 19, 1989.
On April 19, 2005, City Council approved a Zoning Chan ge and Concept Plan
and a Preliminary Plat for this and other lots within Players Circle (ZA05-010
and ZA05-011)
A Final Plat (ZA05-084) was approved by the Planning & Zoning Commission
on September 8, 2005 and filed with Tarrant County on March 28, 2006.
On February 17, 2009, City Council denied the Site Plan for Lot 1 (ZA07-144).
On February 3, 2015, the City Council approved a site plan noting the
applicant’s willingness to add the star features on all four (4) sides of the
building, include a stubbed cross ac cess option on the northeast corner of the
building site; staff will do an analysis on the land that runs to the eastern side
of the building and decide whether or not it is needed. If not needed, it will be
replaced with grass; the applicant agrees that the drive thru will be removed
from the site plan and that a drive thru use is prohibited, in the future from this
property; noting the applicant agrees with adding faux windows on the east
and south elevations; applicant agrees to add a 3 -foot berm front on FM1709
and to place the shrubs on the top of the berm; applicant agrees to add 4 -inch
caliper trees (all canopy trees to be 4 -inch caliper); according to the Staff
Report dated January 26, 2015; and granting variances to the driveway
stacking depth and to the pitched roof requirement.(ZA13-120)
SOUTHLAKE 2030 Pathways Master Plan:
A 6’ sidewalk along W. Southlake Boulevard and a four (4) foot sidewalk
currently exist along Players Circle adjacent to this site.
TREE PRESERVATION: No changes to existing trees coverage.
UTILITIES: Water
The site is served by an existing 8-inch water line along Players Circle.

TRANSPORTATION
ASSESSMENT: Area Road Network and Conditions
The site currently has one access drive directly onto Players Circle. The site
has two common access easements driveway stub outs in to the east property
line on the north and south of the building to allow eventual access back to
Peytonville Avenue with future development. Connectivity to Southlake
Marketplace is currently provided through two driveways. Players Circle
intersects with W. Southlake Boulevard approximately 170 feet to the north of
this entry drive.
W. Southlake Boulevard is a 7-lane, divided thoroughfare with a continuous
landscape median with left-turn lanes. Players Circle is a 2-lane, local
commercial street serving the retail development.
