FORUM SUMMARY: Property Situation: Citywide Details: Proposed amendments to the Parks, Recreation & Open Space / Community Facilities Master Plan (PROSCF): The PROSCF Master Plan was adopted in March 2013 to support the continued growth and development of high quality parks and community facilities for use by Southlake businesses and residents. The proposed amendments to be considered will refocus attention to new priorities set by city staff to improve many public facilities across Southlake. Central Park  Located off E Southlake Boulevard; adjacent to Central Market  Add arched central entrance to park  Add interactive water feature around fountain  Add hedges along iron fence  Add shade trees around fountain area  Allow vendor kiosks  Add pedestrian bridge across FM 1709 (E Southlake Blvd) to increase accessibility to Southlake Town Square Liberty Park  Located off Dove Road.; near DPS North training building  Add park amenities o Benches and a bike rack  Maintain volleyball court  Install a children’s playground  Conduct parking study to construct new parking lot  Increase pedestrian connectivity  Expansion of pond  Consider adding exercise stations along trail Southlake Sports Complex  Located off Crooked Lane  Develop skate park McPherson Park  Located off State Street; adjacent to the Southlake Hilton Hotel  Create promenade to include wide walkways and entry features o Reshape pond  Improve Lake Walk  Develop terrace steps down to the pond  Add Great Lawn space for gatherings and functions  Add Hotel Plaza that connects the promenade to the park o Expand patio space  Modify Right of Way for more accessibility and angled parking  Develop Café on the Park restaurant with boardwalk Activities Center (Parkwood)  Continue to use existing facility as a rental / meeting space  Utilize property as open space  Consider installing park amenities such as benches and bike racks  Wayfinding signage for possible pedestrian trail Safety Town  Remove from PROSCF Master Plan recommendations Citywide Recommendations  Skate park owned privately or developed by the city  Promote dual frontage on retail and restaurant buildings to city parks Presentation: Questions and Concerns: 1. For the proposed improvements in McPherson Park behind the Hilton Hotel, would Southlake tax dollars be funding the improvements? Or would the city and Hilton hotel owners form a funding agreement? A: Funding discussions have not yet commenced as these amendments are still very early in the adoption process. City staff believes there will be some form of partnership between the two entities involved. 2. Will there be more opportunities to discuss funding and cost-sharing down the road? A: Yes, these amendments will follow the same process as any other development entering the city (i.e. SPIN, P&Z Meeting, and City Council Meetings).
