I understand and support personal freedoms, but to many "transient" people degrade the community for everyone else. Renters simply are not as vested in the community as property owners. Having short term renters occupying our neighborhoods is not a positive step toward building communities of invested residents who care deeply about each other and or city. We work hard to ensure a safe enivronment for our community and welcoming guests that stay for a few nights without regard potentially to neighborhood noise or safety is very unwelcome. In a city so strongly opposed to apartments I’m not sure why we would tolerate AirBnB type situations. I would like to see our city enact the strongest possible ordinances to keep this activity out of our city. Those in favor of this are probably most likely those profiting from this. First Name Kristi Last Name McGuire Email Message about Short-Term Home Rentals My husband and I are AGAINST short term rentals. We live next door to 445 Marshall Rd. From April to Aug. of this year we have seen people come and go from the house at all hours. Some days and weekends there are a lot of cars , other nights there is only one car parked out front and Uber drops people off after dark. Checkout time is 3:00 p.m. It always looked like 4 people were in the house by the average daily 2 cars in the driveway. Checkout time, you could not count the number of people coming out of the house. (I would always check the reviews on the site to see who was in the house after each visit) Reviews would say "beautiful neighborhood", "quiet neighborhood", "secluded", "great house for a party". The movie directors review said " neighborhood has a problem with diversity". We don't have a problem with diversity, the problem was with your movie blocking the entrance to my home!" We've seen people unpacking suitcases and changing clothes in the driveway because the previous hotel guest have not checked out on time. One Sunday at 7 a.m., a person was staring into my backyard. I went to the fence and asked her if she needed help, she turned away, stared at the ground and asked if she could pet my dogs. One week, person driving a white van rented the house. They would drop people off at the house and wait in the van outside (this went on for a week at all hours of the night and day). I know this because I would take pictures of cars in the driveway for our HOA and it scared me to death to see someone sitting in the van. The week after the white van rental, the Marfa ISD SUV's were at the house. Young girls were outside taking videos of the house and our neighborhood. I was very torn between contacting someone at Marfa to warn them about the dangers of what could be left in the house after the white van rental. One man rented the house to shoot a movie. Cars were parked up and down Marshall Rd. When I returned home, I could not get down our street because the car in the "shoot" was driving back and forth in middle of street. Hoa told us to call the police. Police said it was public street and anyone could park there. After I turned around and took other entrance to get to my house, my husband and neighbors were out in the street observing the movie shoot. Director (renter) asked us to get out of the same street the police had just told us was public because we were blocking the shoot. When calling the police to report heavy traffic by renter , their response was "it's a legal agreement between homeowner and renter". Followed by "my wife would agree with you but the law is blah blah blah". Is it legal to run a hotel in a residential neighborhood? When the homeowner doesn't live in the house, how do they know if everything happening in the home is legal? The following night of outside movie shoot, the movie shoot moved inside the house. "Actors" starting showing up at 10:30 p.m. By 5:30 a.m. the next morning, all the cars were gone. One weekend, there were 5 couples, 4 kids and 3 dogs at the house. Lady came to the fence (again asking if her kids could pet my dogs) and told us they couldn't get a hotel room for all of them and at $213 a night, they were able to get the house for $46 a couple (they were in town for an archery competition) . In July, I was replanting some pots out front. Heard something, turned to look at side of our house and there was a man (inside the fence of rented house) on his hands and knees crawling around. Did not get a picture of that because I did not have my camera at the time. The scariest part of this short term rental business, is the internet. Anyone can put anything on these short term rental sites and nobody checks it. These hosts work in secret. Once my neighbor started getting fined by our Hoa, he started to get more secretive. Kept a car parked in the garage with the garage door open most of the time. People park in the garage, come around to front of house to get in and then close the garage door till they leave. My neighbor hasn't watered his yard all Summer. The renters will put their trash in the neighbors trash cans or leave the trash outside on a Tues. afternoon after the trash has been picked up. One week, trash stayed out in the street for 5 days and then got put behind fence for another week before it got taken out. I checked the AIR BNB and VRBO site everyday because I was looking for the house next door to be taken off the internet. Mid Aug. the house was off the web, same day it was off, I saw a house in Vaquero listed and called my friend who lives in Vaquero to warn them about the short term rental. She turned the information over to their property manager. Property Mgr. notified the owners of the house that some stranger had listed a room for rent and used a picture of their house. Advertised "private guard gated community, complete with fishing pond, golf course and clubhouse". The picture of couple listing the house were not the homeowners. Was told by my friend that the property mgr. told her when you click on the rental, it takes you to another house that was renting a room. I went to the Mayor's round table discussion meeting. That night, came home and looked at the AIR BNB site. All of the homes that had previously been listed in Southlake were not listed anymore. My daughter had a friend whose sister worked for AIR BNB in Italy. She told them (back in 2010) that AIR BNB's biggest problem (world wide) was that people rented the houses and used them in the sex trade. These short term rental sites make it look good on the internet. They have pages of instructions for hosts that include "notify the neighbors before you rent", "contact the city", "check your city's zoning regulations" , "contact your HOA". Very few "HOSTS" do what the website says they should do. The site has instructions on how to do background checks (and suggests that you do before you rent) . Some hosts list their home but don't give the address until you contact them to rent. Advertise "nice home in private gated community in Trophy Club, please contact host for address". These short term rental sites also have pages of information about how to write off expenses for tax purposes. I'm guessing my neighbor is writing off all of the "upkeep" for the home and who is checking to see that they are doing that? We know from the outside they are not but have no idea what the inside of the house looks like. I read on one of these sites that rental prices are regulatory and that is why long term rental rates are so high. Short term rentals don't have to abide by the same rules. Our property values are going down because we live next door to a hotel that allows pets. The city has strict rules and regulations about commercial business, can't understand why our hotel next door gets a free ride. It should not even be allowed in our residential neighborhood. Why would anyone want to stay in the new hotel in Carillion when they can stay down the street for $213 a night? Please google "downside of Air BNB or short term rentals". Newspaper articles will give you information about tax cuts and other incentives that these short term rental companies promise cities and then haven't come through with what they promised. Our neighborhood is not a vacation destination. We live in a residential neighborhood that is zoned residential and yet a commercial business (with no regulatory rules or restrictions) has been operating next door to our home. The city needs to adopt strict rules (that can be enforced) to protect the residents. These short term rental hosts hide behind the internet, produce fake references, make fake promises to their "guests". They are the ones who invested their hard earned money into the home (probably the largest investment of their lives). If they decide to build their net worth by creating some additional income, thats their decision. As a resident of Timarron, I would not want strangers in and out next door to me and or in my neighborhood. I would worry about the safety of my children and others in Timarron. NO short term rentals, period!!! Our neighborhood has faced many police calls due to the rental across the street! I want peace and quiet back! The people who rent out the house usually party until late hours even during the week. The cars are always an issue with 8 to 10 cars being parked on the street each time it is rented out. We only want option one so there are no more vacation rentals in Southlake. Please help us maintain our property values and keep our neighborhood safe. First Name Theodore Last Name Smethurst Email Message about Short-Term Home Rentals A house which is being used exclusively as a short term rental is not one which should be located in a zone designated for Residential living. I share a fence line with a Southlake home which was used exclusively as a short term rental in 2017. I have not met the owner in person, but had a number of conversations with her and I found her to be very pleasant and attentive, someone I would like to have as a neighbor. Unfortunately, she was not my neighbor...My 'neighbors' were a bunch of unknowns. Because we have large homes here in Southlake, the rental often times had 20-24 people. While the number of instances were minimal, I did have to contact the owner due to extremely loud and vulgar language coming from the back yard. Ultimately, the owner contacted the police. I don't know how the incidence was resolved, because I took my kids inside due to the language being so vulgar...and so loud. When I purchased my home, I would not have purchased a home located next to a hotel. Essentially, that is what a Short Term Rental is....A hotel....Fine for a business zone, not OK for a residential zone.
