I am writing you on their behalf in opposition of the Stony Brook development as unanswered questions, and potential changes to their street, has become very stressful for them to cope with. They are 75 years old and are in need of your assistance with their questions. As mentioned during past meetings, my parent's two main concerns are flooding to their property and safety regarding vehicle traffic on 1709, which you will see in the attached video(s) has become quite challenging, and a huge concern for all city residents. Video clips were taken at 4:00 PM & 8:30 AM, respectively. Recently, we learned by one of our neighbors that Stony Brook is proposing to open up Brock Drive to their development. This comes after stating on record that as a good neighbor they would not disturb the Brock addition. Another promise made (with my wife and I present) is that they would install a retaining pond to collect rainfall, which would satisfy one of my parent's concerns, yet this isn't noted anywhere in the proposed development plan. The developer also mentioned to my wife and I that no research, (that they were aware of) has been made to the small creek located behind my parent's house, where drainage from the new development will be directed to, but would look into it and provide us with an update — as of today no update. With safety in mind, opening up Brock Drive to the new development isn't the answer for a second entrance, nor any unforeseen emergency conditions. In fact, this idea only creates a u-shaped entrance and/or exit right back to the same busy street used as the main entrance to the development. This will cause additional risk for an accident or incident created by "two" drivers entering 1709 at the same time, at nearly the same point of entrance, instead of one. 1 can't help but wonder if this is a plan to redirect the Sienna emergency exit complaint issue to a neighborhood of least resistance. Currently, the Brock residence consists of several military vets (my father being one of them) and small children that use Brock Drive for exercise and play. If opening up Brock Dr. to additional traffic is approved, major improvements will need to be made to the street for safety reasons. Items such as building a wider street, installing sidewalks, safety signs, relocating mailboxes and improved water drainage, just to name a few. Additionally, and with all due respect, I don't agree with the developer that their homes will attract primarily empty nesters as they have communicated, nor do I believe they can predict what the proposed alleyway in the development plan will be used for. Based on my experience, alleyways of all types generally turn into parking lots for unpleasant sites such as nonrunning vehicles and unfinished projects. Moreover, proposing a development plan that benefits only one resident isn't fair to the rest of the neighborhood, especially considering it will reduce the open acreage by nearly half. When the seller is long gone remaining Brock residents, and surrounding neighborhoods, affected by the new development will still be here to support the city of Southlake where we are all proud to live. With that said, we must do what's right for everyone! On a positive note, and although we don't agree with the current development plan, we are optimistic that an agreement can be reached. But first, we need answers to our questions. We ask that you share our concerns with the developer and hear their answers before moving forward with any final decisions. Our Main Concerns: 1. Flooding 2. Safety of Brock residents 3. Traffic 4. Reducing Brock addition by 40% to accommodate one resident. S. Density On a final note, and speaking for myself, I sometimes wonder if we are at a point that further developing our open space has us flirting with pushing people away. In my opinion, a much less dense development, perhaps 1 acre lots (like the Brock addition) is much more appealing, and is more consistent with what makes Southlake so attractive. Like wide open spaces, less traffic and a country atmosphere. In closing, I want to say to each and every council member, thank you for your ear and thank you for all that you do for our city. "Perry, After light rain, these pictures show rain water coming down from the Hills Church across the street from our home. The Church put that tank there to hold water after extending cemented parking lot, but as you can see it is not holding much water. The rain water flows rapidly down the hill into our ditches and creek behind the homes located on the east side of Brock Drive. I cannot imagine what will happen when they build all of those new homes and rain water flows down the hill into the creek as planned. Flooding possible.
