FORUM SUMMARY: Property Situation: Citywide Details: Proposed ordinance regarding the regulation of residential units used as Short-Term Home Rentals (STR's) in the City of Southlake: Short term Rental is defined as the rental of any residence or residential structure or any portion of a residence or residential structure for a period of less than 30 days. The proposed ordinance will be considered by City Council on January 16, 2018 for the 1 st reading and if City Council takes action at 1 st reading, it will be presented at the City Council's February 6, 2018 for the 2nd reading and a public hearing. The City Council meetings start at 5:30 pm in the City Council Chambers. City Council has held two work sessions to discuss the short term rentals in the City of Southlake. On September 5, 2017, staff presented an overview of STRs in Southlake and other cities including discussions within the last State Legislature session. Southlake has a website page for STRs with updates and to allow comments from citizens. At their second work session on November 7, 2017 meeting, the City Council discussed staff presented three options for the STRs; prohibition, regulation, and continue as is. At the work session, City Council directed staff to draft an ordinance to prohibit STRs. City Council is proposing prohibition of STRs at the Tuesday, January 16, 2018 meeting for the 1 st reading of the Ordinance No. 1187. The ordinance prohibits STRs, provides a definition of STRs, provides a definition of rentals, and allows homeowner to participate in a leaseback upon sale of a residence or residential structure.
