Baker, Sr. Director of Planning and Development Services Subject: CP18-002, Ordinance No. 1186, Amendment to the City of Southlake 2030 and 2035 Comprehensive Plans for the purpose of revising the definition of the Low Density Residential category. Action Requested: Recommend approval of amendment 1186 – Amendment to the City of Southlake 2030 and 2035 Comprehensive Plans for the purpose of revising the definition of the Low Density Residential category to include the recommendations outlined in the staff report. Background Information: Currently, the definition for the “Low Density Residential” land use category states that land within this category is suitable for detached single-family residential development at a “net density” of one or fewer dwelling units per acre. The “net density” is the number of dwelling units per “net acre”. “Net acre” excludes the acreage within “public right-of-way” of the development. As currently written, any private streets or access easements proposed within a residential development are not excluded to determine a “net acre” and the “net density.” City Council has requested that staff bring forward a proposal amending the definition of this category to also exclude any private streets or access easements, in addition to excluding public streets, needed within the development. Staff Recommendation: Recommend approval of proposed Ordinance No. 1186. Citizen Input: A SPIN Town Hall Forum was held for this item on January 9, 2018.
