Chairman Forman called the regular session to order at 6:43 p.m.
2. EXECUTIVE SESSION
No Executive Session held.
Chairman Forman asked if there were any administrative comments.
Deputy Director, Dennis Killough, announced that there will be a Corridor Planning
Committee Meeting held on January 22, 2018, located at the Town Hall.
CONSENT AGENDA:
Chairman Forman announced that Consent Item No. 3, approval of the minutes from
the November 9, 2017 Planning and Zoning meeting, and Item No. 4, approval of the
minutes for the Joint Meeting of City Council, Southlake Parks Development
Corporation Board, Park and Recreation Board and Planning and Zoning Commission
held on December 11, 2017 be approved; and noting that Item No. 5, ZA17-094, Zoning
Planning & Zoning Commission Meeting Minutes – January 4, 2018

Change and Concept Plan for Cornerstone Business Park , and Item No. 6, ZA17-099,
Zoning Change and Site Plan for 305 South Nolen Drive Professionals Offices be tabled

support.

A motion was made to approve ZA17-074, subject to the staff report dated December
29, 2017 and Site Plan Review Summary No. 3, dated December 29, 2017, specifically
granting the requested variances related to stacking depth and centerline drive way
spacing and further noting the applicant’s willingness to provide refined landscaping
plans, renderings and elevations for City Council.

2017; also, specifically noting that with the respect to the term of the specific use permit,
that the term will be equal to the lesser of either three (3) years of 30 days after the
receipt of the final certificate of occupancy for the last lot.

Planner, Patty Moos, came forward to present ZA17-088.
Applicant, Justin Dominguez, 12011 Cedar Bend Drive, Dallas, Texas, with SunPro,
came forward to speak on behalf of home owner, Hugh Oser. Also, gave a brief
discussion and answered the Commission’s questions of the proposed Solar Energy
System.
Commission continued to discuss their concerns with the Solar Energy System with the
applicant.

Ryan Peabody, 1205 South White Chapel blvd., Southlake, Texas, came forward to
speak in opposition on behalf of neighboring residents Mr. Donaven and Mrs. Smith.
Ray Tremain, 1410 Kensington Court, Southlake, Texas, did not wish to speak but
wished to record his opposition.
Scott Donaven, 1400 Kensington Court, Southlake, Texas, came forward to speak in
opposition.

A motion was made to approve ZA17-088, subject to the Staff Report dated January 4,
2018, further subject to the Specific Use Permit Staff Review No. 2, dated December 29,
2017, further specifically noting th at the approval is contingent upon removal of a
minimum of 6 panels in the proposal this evening, and in terms of the presentation to
City Council a minimum of 3 different options be provided with respect to panel location.
