Item 8A MemoItem 8A 1 M E M O R A N D U M December 12, 2017 To: Shana Yelverton, City Manager From: Ken Baker, Sr. Director of Planning and Community Development Subject: Item 8A: Resolution No. 17-050, Appointment of the Committee for the development of the remaining Southlake 2035 Land Use Plan elements. Action Requested: Approval of Resolution No. 17-050, Appointment of the Committee for the development of the remaining Southlake 2035 Land Use Plan elements. Background Information: The City Council has historically appointed committees to work with staff to develop the various Comprehensive Plan elements. The purpose of this item is to appoint the Southlake 2035 Corridor Planning Committee in addition to the Southlake 2035 Land Use Plan Committee to develop the remaining elements of the Southlake 2035 Land Use Plan. These elements include the North, West, Southeast and Central Sector Plans as well as the Consolidated Future Land Use Plan. The comprehensive plan is a reflection of the community’s values and serves as a blueprint for Southlake’s future. More specifically, the comprehensive plan establishes a framework to coordinate the city’s activities and to guide the city’s decision-making for the next 20 years. As such, the comprehensive plan and its components are updated on a regular basis. The existing Southlake 2035 Corridor Planning Committee includes: Item 8A 2 City Council: Shawn McCaskill Chad Patton Ex Officio: Brandon Bledsoe Planning & Zoning Commission: Michael Springer Chris Greer Parks & Recreation Board: Frances Scharli The Southlake 2035 Land Use Plan Committee includes the following members: City Council: John Huffman Planning & Zoning Commission: Michael Forman Daniel Kubiak On October 18, 2016 Southlake City Council appointed members to the Southlake 2035 Land Use Plan Committee to oversee the review and update of the various remaining Southlake 2035 Land Use sector plans and the Consolidated Future Land Use Plan. The Southlake 2035 Corridor Planning Committee has worked with staff to develop both the Southlake 2035 SH 114 Corridor Plan as well as the Southlake 2035 FM 1709 – FM 1938 Corridor Plan. Combining these two Committees to oversee the development of the remaining Southlake 2035 Land Use Plan elements allows for continuation of involvement by the Southlake 2035 Corridor Planning Committee, drawing on the knowledge gained from developing other plans, while also incorporating additional Committee members into the process. Financial Consideration: There is an inherent cost savings associated with developing land use plan elements in house. Although certain plan Item 8A 3 elements will include consulting work, the plans will be drafted and carried through the development process by City staff. Strategic Link: The proposed resolution aligns with the City Strategy Map under the Focus Areas “Partnerships & Volunteerism” as well as the Corporate Objectives “C5” Promote opportunities for partnerships and volunteer involvement and “C6” Enhance the sense of community by providing excellent customer service and citizen engagement opportunities. This initiative also aligns with the City’s Critical Business Outcome of “CBO3” Engage in thoughtful planning to ensure continued high quality development that is integrated well into the current built environment. Citizen Input/ Board Review: N/A Legal Review: None Alternatives: Take action to not combine the Southlake 2035 Corridor Planning Committee and the Southlake 2035 Land Use Plan Committee, thereby leaving development of the remaining land use plan elements solely with the Southlake 2035 Land Use Plan Committee. Supporting Documents: Resolution No. 17-050 Presentation Staff Recommendation: City Council approval of combining the Southlake 2035 Corridor Planning Committee and the Southlake 2035 Land Use Plan Committee for the development of the remaining Southlake 2035 land use plan elements.
