CALL TO ORDER Southlake Arts Council Chairman Leslie Bartlett called the meeting to order at 6:03 p.m. 2. CONSENT AGENDA 2A. APPROVAL OF THE MINUTES FROM THE SEPTEMBER 26, 2017 SOUTHLAKE ARTS COUNCIL MEETING APPROVED A motion was made to approve the minutes of the September 26, 2017 Southlake Arts Council meeting as read. Motion: McMillan Second: Murray Ayes: Bartlett, Cook, McMillan, Messing, Murray Nays: None Abstain: Rurka (not present 9/26/17 meeting) Vote: 5-0-1 3. PUBLIC FORUM Chair Leslie Bartlett opened the Public Forum at 6:04 p.m. There being no one wishing to address the Arts Council, Chair Bartlett closed the Public Forum. ELECTION OF OFFICERS Assistant to the Director Cassie Tucker presented item 4A. The Arts Council briefly discussed the election of officers. Current officers are: Leslie Bartlett, Chair; Miriam Murray, Vice Chair; and Jesika Cook, Secretary. APPROVED A motion was made to keep the same slate of previous officers. Motion: McMillan Second: Cook Ayes: Bartlett, Cook, McMillan, Messing, Murray, Rurka (Alt #1) Nays: None Abstain: None Vote: 6-0 Southlake Arts Council member Heather Engelhardt arrived at the meeting. New Southlake Arts Council members Heather Engelhardt and Simon Rurka introduced themselves to the committee. 4B. RESCHEDULE DECEMBER 26, 2017 ARTS COUNCIL MEETING Assistant to the Director Cassie Tucker presented Item 4B. The board discussed moving the meeting from December 26, 2017 to December 12, 2017. APPROVED A motion was made to reschedule the December 26, 2017 meeting to December 12, 2017. Motion: Rurka (Alt #1) Second: McMillan Ayes: Bartlett, Cook, Engelhardt, McMillan, Messing, Murray, Rurka (Alt #1) Nays: None Abstain: None Vote: 7-0 4C. APPROVE CALL TO ARTISTS FOR WHITE CHAPEL AND HIGHLAND ROUNDABOUT City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork Minutes of the November 14, 2017 Southlake Arts Council Meeting Page 3 of 4 Assistant to the Director Cassie Tucker presented the Call to Artist and answered questions from the Council. The Council reviewed the proposed Call to Artists and the discussion included sculpture construction material (bronze, metal, etc.) options; an equestrian theme; and distributing the Call to additional artists to be provided by Terri Messing. APPROVED A motion was made to approve the Call to Artists for an art piece to be installed in a roundabout at the intersection of White Chapel and Highland. Motion: Murray Second: Cook Ayes: Bartlett, Cook, Engelhardt, McMillan, Messing, Murray, Rurka (Alt #1) Nays: None Abstain: None Vote: 7-0 5. DISCUSSION 5A. APEX EVENTS UPDATE Terri Messing reported about upcoming APEX events including, the January 25, 2018 Taste of APEX and February 18, 2018 Strokes of Art In The Square, and responded to questions. 5B. SOUTHLAKE 2035 PUBLIC ART MASTER PLAN KICK OFF Assistant to the Director Cassie Tucker lead a discussion of the Southlake 2035 Public Art Master Plan and answered questions from the Arts Council. The Arts Council's discussion included recommendations for the 2035 Public Art Master Plan, the mission, vision, current policies and procedures, and definitions. The discussion of revisions to the Arts Master Plan will continue at the December 12th meeting and will include topics related to funding, art locations, and types of art. 6.
