SOUTHLAKE ARTS COUNCIL ABSENT: Devika Seth
Arts Council member Merlene Ingraham resigned effective the October Arts Council
meeting and Arts Council Alternate 1 Kelly Trager resigned August 2, 2017.

REGULAR SESSION
1. CALL TO ORDER
Southlake Arts Council Chairman Leslie Bartlett called the meeting to order at
6:09 p.m.
2. CONSENT AGENDA
Consent Agenda items are considered to be routine by the Southlake Arts
Council and are enacted with one motion.
2A. APPROVAL OF THE MINUTES FROM THE SEPTEMBER 1, 2017
SOUTHLAKE ARTS COUNCIL MEETING
A spelling correction to Item 4B was made to the September 1, 2017 meeting
minutes.
2B. RECOMMEND ACCEPTANCE OF "BACK THE BLUE" PAINTING FROM
DEANNA KIENAST
2C. RESCHEDULE OCTOBER 24TH MEETING TO NOVEMBER 14TH AND
CANCEL NOVEMBER 28TH MEETING

A motion was made to approve the minutes of the September 1, 2017 Southlake
Arts Council meeting with the correction.

The Arts Council was informed this meeting's agenda is structured to allow all
Consent items to be considered with one motion.
A motion was made to approve Consent Agenda items B and C unless there is a
question about rescheduling the meeting; and to accept the "Back the Blue"
painting from Deanna Kienast; and approved rescheduling of the October 24th
meeting.

3. PUBLIC FORUM
Chair Leslie Bartlett opened the Public Forum at 6:11 p.m. There being no one
wishing to address Arts Council, Chair Bartlett closed the Public Forum.
4. DISCUSSION
4A. RECAP `WAVES OF COLOR" ART GALLERY RECEPTION SEPTEMBER 10,
2017
The Arts Council discussed Item 4A and commented about enhancements to the
refreshments; the use of Kids Culinary; and preference of live music over
recorded music. The reception was attended by about 75-80 attendees. Positive
comments were received from event attendees.
Chair Leslie Bartlett shared information about the October 14th Keller traveling
sculpture "Walk".
4B. SOUTHLAKE 2035 PUBLIC ART MASTER PLAN KICK OFF
Assistant to the Director Cassie Tucker and Art Consultant John Kinkade lead
the discussion of the Southlake 2035 Public Art Master Plan and were available
to answer questions from the Arts Council.

An overview of the existing Arts Master Plan approved by City Council December
2011 as Ordinance No. 1016 was provided and segments of the Master Plan
were discussed. A timeline for the Public Art Master Plan approval process was
presented.
Mr. Kinkade explained many issues related to drafting of a master arts plan and
experiences he has had with art programs throughout the country. He provided
the Arts Council recommendations to move forward with the master plan such as
obtaining preliminary feedback from City Council and the planning department on
topics such as funding, types of desired art for the City, and how art plays into
the City's planning and zoning.
Arts Council members Terri Messing and Merlene Ingraham left the meeting at 7:30
p.m.
Discussion of the revisions to the Arts Master Plan will continue at the November
14, 2017 Arts Council meeting.
