WS Item 4C MemoWS Item 4C 1 M E M O R A N D U M November 27, 2017 To: Shana Yelverton, City Manager From: Ken Baker, Sr. Director of Planning and Community Development Subject: Work Session Item 4C: Southlake 2035 Health & Wellness Master Plan project scope Action Requested: Provide direction to staff on moving forward with the Health & Wellness Master Plan as well as making appointments to the Health & Wellness Master Plan Committee Background Information: On September 19, 2017 during item 8A (Resolution 17-038) City Council made Committee appointments for the Public Art Master Plan, Youth Master Plan and Water, Waste Water and Storm Water Master Plan. At that meeting City Council did not make a Committee appointment for the Health & Wellness Master Plan, but rather directed staff to come back to a future meeting and provide the Council with an overview of the responsibilities of the Health & Wellness Master Plan Committee in addition to providing details on the frequency of Committee meetings. The Health & Wellness Master Plan represents a new master plan element for the City of Southlake. The comprehensive plan is a reflection of the community’s values and serves as a blueprint for Southlake’s future. More specifically, the comprehensive plan establishes a framework to coordinate the city’s activities and to guide the city’s decision-making for the next 20 years. As such, the comprehensive plan and its components are updated on a regular basis. Staff anticipates the Committee will develop the Health & Wellness Master Plan between the months of April and September 2018. There will likely be between three (3) and WS Item 4C 2 five (5) total Committee meetings. The Plan is tentatively set to be considered by City Council in early FY 2019. The Committee will work with staff to: • Review existing City policy documents relating to health and wellness; • Evaluate the current health & wellness landscape; • Analyze current and future needs related to health and wellness; and, • Develop and recommend approval of the Health & Wellness Master Plan. Financial Consideration: There is an inherent cost savings associated with developing comprehensive plan elements in house. Strategic Link: The appointment of the Health & Wellness Master Plan Committee aligns with the City Strategy Map under the Focus Areas “Partnerships & Volunteerism” as well as the Corporate Objectives “C5” Promote opportunities for partnerships and volunteer involvement and “C6” Enhance the sense of community by providing excellent customer service and citizen engagement opportunities. Citizen Input/ Board Review: September 19, 2017; City Council approved Resolution No. 17-038 (6-0) making appointments to various committees noting that staff should return to provide City Council with more information about the responsibilities of the Health & Wellness Master Plan Committee in addition to the frequency of Committee meetings. Legal Review: None. Alternatives: Take no action at this time and delay the appointment of the Health & Wellness Master Plan Committee.
