EXECUTIVE
SUMMARY: On behalf of Southlake Texas Medical Bldg. 1, LP, Priority Signs and Graphics is
requesting approval of a variance to the Master Sign Plan for Methodist Southlake
Hospital and Sign Ordinance No. 704, as amended, for Southlake Dermatology
located at 431 E. State Highway 114, Southlake, Texas.
REQUEST: Southlake Texas Medical Bldg. 1 is generally located northeast of the main
hospital facility along the eastbound frontage road of State Highway 114.
The proposed variance is to allow an attached business sign on the north elevation
of the medical office building that also qualifies as an upper story sign. The
previously approved master sign plan under MSP15-002 which set sign
regulations for the medical office building (Southlake Texas Medical Bldg. 1)
limited the north elevation signage to one tenant Clinic 21 noting the “tenant one”
sign would be allowed but required to come back for City Council approval. The
proposed sign for Southlake Dermatology is located on the façade adjacent to the
third floor and is congruent with their lease space. An approval of a variance to
Sign Ordinance No. 704-I is required to allow the upper story sign. All other
previously approved signage on the buildings and throughout the hospital campus
will remain unchanged and are not a part of this request.

BACKGROUND INFORMATION

PROPERTY SITUATION: The property is located at 431 E. State Highway 114
LEGAL DESCRIPTION: Lot 3R, Block 1, Southlake Medical District
HISTORY: March 5, 2013; City Council approved a Master Sign Plan for Forest
Park Medical. (MSP13-002)
April 16, 2013; City Council approved an amendment to the Master
Sign Plan for attached signs for the parking garage. (MSP13-004)
June 2, 2015; City Council approved an amendment to the Forest
Park Medical master sign plan for the Medical Office Building
subject to the following with a list of stipulations applied to Building
‘1’ and all other medical office buildings built on this campus; the
east and west elevations will be limited to the “Southlake Medical”
signs as represented on the renderings as well as the building
identification number; the north elevation will be allowed a
‘tenant one’ sign, however, the specific sign(s) shall be
required to come back for Council approval; the ‘tenant three’
sign for Clinic 21 is approved for Building ‘1’ with the same letter
type, color and illumination as the “Southlake Medical” signs on the
east and west elevations; and no other proposed tenant signage is
approved. (MSP15-002)
September 6, 2016; City Council approved a Master Sign Plan
which incorporated previously approved signage (MSP13-002,
MSP13-004 and MSP15-002) in addition to transitional signage
from Forest Park to Methodist Southlake Hospital and modifications
to directional signage. (MSP16-006)
SIGN BOARD: November 9, 2017; Approved (4-0) as presented and subject to the
Staff Report dated November 3, 2017.
STAFF COMMENTS: City Council approval of the proposed sign does not eliminate the
requirement for appropriate sign application submittal prior to the
installation of the sign. Please contact Seantay Carpenter at 817-

processing and pre-install inspection.
VARIANCE CRITERIA: 9.6.2 VARIANCES
a. Variance Authorized. The City Council may authorize variances to
any restriction set forth in this ordinance, including but not limited to
the number, type, area, height, or setback of signs, or any other
aspect involved in the sign permitting process.

b. Approval Standards. In granting any variance, City Council shall
consider the following criteria:
(i) Special conditions exist which are peculiar to the land, structure
or building involved and are not applicable to other lands,
buildings or structures in the same zone. The City may attach
such conditions to granting all or a portion of any variance
necessary to achieve the purpose of this ordinance, and;
(ii) The strict interpretation of the provisions of the ordinance would
deprive the applicant of rights commonly enjoyed by other
properties in the same zone under the terms of the ordinance,
and;
(iii) The special conditions and circumstances do not result from the
actions of the applicant and such conditions and circumstances
do not merely constitute pecuniary hardship or inconveniences,
and;
(iv) Granting the variance will meet the objectives of the ordinance
and not be injurious to the adjoining property owners or
otherwise detrimental to the public welfare, and;
(v) The request will be the minimum variance necessary to alleviate
the special hardship or practical difficulties faced by the
applicant in meeting the requirements of this ordinance; and;
(vi) Granting of the variance will be in harmony with the spirit and
purpose of this sign ordinance.
(vii) Granting of a variance shall be specific to the subject sign(s).
Any modification of the signage approved by the variance or the
installation of new or replacement signage that does not meet
the specific requirements of the City Council variance approval
is prohibited and will be deemed non-compliant.
Application Process. Any request for a variance shall be made to
the Administrative Official and be accompanied by a completed
application and a non-refundable filing fee in the amount specified
in the current fee schedule adopted by City Council. The sign
variance will be considered by the City Council following a
recommendation by the Sign Board. The Sign Board’s
recommendation will be forwarded to the City Council for their
consideration.
