EXECUTIVE
SUMMARY: Steve and Diana Coxsey are requesting approval of a Plat Revision for Lot 1 R, Block
1, Spring Oaks Addition on property described as Lots 1 and 2, Block 1, Spring Oaks
Addition, an addition to the City of Southlake, Tarrant County, Texas and located at
2757 Ridgecrest Dr., Southlake, Texas. Current Zoning: "AG" Agricultural District.
SPIN Neighborhood #2.
DETAILS: The property is located approximately 600 feet east of Ridgecrest Dr. on a private road
easement. The Quail Creek Estates subdivision abuts the property to the east and
Liberty Park at Sheltonwood abuts the property to the south.
The applicant is requesting approval of a Plat Revision for Lot 1 R, Block 1, Spring
Oaks Addition. The primary purpose of the Plat Revision is to combine two lots into
one lot and to abandon two 30' road easements. The two lots could be combined into
one lot by an Amended Plat, which only requires staff approval. Approval of a Plat
Revision is required to abandon the two 30' road easements. The road easements
were dedicated on the original plat to provide access to the existing Lot 2, so they are
no longer needed if the lots are combined into one lot.

HISTORY: - The property was annexed into the Town of Southlake in 1957 and given
the "AG" Agricultural District zoning designation.
- A Plat for Lots 1 and 2, Block 1, Spring Oaks Addition was filed on June
25, 1984.
- The existing home on the property was constructed in 2003 (Source:
Tarrant Appraisal District and Building Permit).
WATER & SEWER: The property will be served by an existing 1.5" water line that is connected to
an 8" water line in Ridgecrest Dr. An 8" sewer line exists in Ridgecrest Dr., but
connecting to the line is not feasible due to the line being at a higher elevation
than the home. The property will remain on a septic system.
DRAINAGE: Drainage on the property is generally sheet flow from west to east across the
property.
TREE PRESERVATION: Because the owner occupies this property as a homestead, the Tree
Preservation Ordinance does not regulate the preservation of trees on this
property.
PLANNING AND ZONING

1. The plat must conform to the underlying zoning district. The "AG" Agricultural District zoning
requires a 40' front building line. Please extend the 40' building line around the end of the 25' road
easement.
2. Subdivision Ord. No. 483, as amended, Section 8.01.A requires every lot to abut on a street.
Since the primary purpose of the plat revision is to combine two lots into one lot and to abandon
two 30' road easements, approval of a variance to this requirement is not required. The two lots
could be combined into one lot by an Amended Plat, which only requires staff approval. Approval
of a Plat Revision is required to abandon the two 30' road easements.

All plats filed must have an original signed and stamped Tax Certificate submitted with it from each
taxing unit with jurisdiction of the real property, indicating that no delinquent taxes are owed and that
taxes for the current year have been paid. After September 1 st, a certificate showing that the taxes for
that year are paid, but that the taxes for the upcoming year have yet to be calculated is required.

In addition to the City of Southlake impact fees, please be aware that through the wholesale water
customer contract with the City of Fort Worth, all new water connections are required to pay the City
of Fort Worth impact fee. The City of Fort Worth impact fee assessment is based on the final plat
recordation date and building permit issuance. The applicant is encouraged to review the City of Fort
Worth's assessment and collection of Impact Fees Guide to determine the fee amount.
For Tarrant County filing, original signatures and seals will be required on one blackline mylar and
one blackline paper copy prior to filing the plat. The mylar and paper copies will not be accepted if
any erasures or original ink, other than signatures or seals, appear on the plat.
A Developers Agreement is required prior to construction of any public infrastructure. The Developer's
Agreement for this addition should consider streets, drainage, park dedication requirements and fees,
off-site sewer extensions, off-site drainage and utility easements and impact fees.
All development must comply with the Drainage Ordinance No. 605 and the Erosion and Sediment
Control Ordinance No. 946, as amended.
