17-044 RESOLUTION NO. 17-044 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, APPOINTING A CITY COUNCIL MEMBER TO FILL A VACANCY ON THE TAX INCREMENT REINVESTMENT ZONE (TIRZ) NO. 1 BOARD AND PROVIDING AN EFFECTIVE DATE. Whereas, the City Council appoints members of the public to various boards, commissions and committees to serve a two-year term, unless indicated otherwise; and, Whereas, each appointee shall be a citizen of Southlake; and, Whereas, the membership and qualifications for each board, commission and committee are identified by City Charter, ordinance, or resolution; and, Whereas, the Tax Increment Reinvestment Zone (TIRZ) No. 1 Board has an elected official vacancy; and, Whereas, Council desires to appoint a City Council member to fulfill such vacancy; THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS, THAT: Section 1. All the findings in the preamble are found to be true and correct and the City Council does hereby incorporate said findings into the body of this resolution as if copied in its entirety. Section 2. The following Council member is appointed to serve as a board member for the stated term and until his/her successor has been duly appointed and qualified by Council. Tax Increment Reinvestment Zone (TIRZ) No. 1 Christopher Archer term expires June 2018 Section 3. This resolution shall become effective after its passage and approval by the City Council. Action Requested: Approve Resolution No. 17-044, Appointing a City Council member to fill the vacancy on the Tax Increment Reinvestment Zone (TIRZ) No. 1 Board Background Information: Several Southlake boards include City Council appointees. All terms are two years, unless the member is appointed to fulfill a vacancy. Invariably board terms do not correspond with the elected official's term in office. As a result, outgoing Council members create vacancies within boards. The following appointment is now required by Council. • Tax Increment Reinvestment Zone No 1: Fill one vacancy created by the resignation of Gary Fawks with a term set to expire in June 2018 (all Councilmembers are members of the T1RZ).
