Good evening Mayor and Council. This item is the proposed contract with Crowley Sports Officials for sports officiating and scorekeeping services for our recreational athletic leagues.

Requested Action
Tonight City Council is asked to consider a proposed one-year contract for sports officiating and scorekeeping services with Crowley Sports Officials for an amount not to exceed $197,100.

Background
The current contract with Crowley will expire on November 6, 2017.
On September 8, 2017 the City released an RFP for sports officiating and scorekeeping services.
Historically,
requests for proposals for sports officiating and scorekeeping services for City programs, has had limited response due to the market demand of the area and limited contractors. Thus,
there were no bids submitted by the October 3, 2017 deadline; therefore the deadline was extended to October 13, 2017 with only one (1) proposal being received from Crowley Sports Officials.

Proposed Contract
The City has worked with Crowley Sports Officials for the past 15 years due to their proven success in managing and providing officials for the City’s basketball, volleyball, flag football
and softball programs.
With this contract we are also adding 3 on 3 basketball as we anticipate growth leading into the opening of Champions Club in FY19.
Crowley provides officials
and scorekeepers for all sports in addition to providing scheduling services for our officials.

1 year; with up to 4 consecutive one-year renewal options
2% price increase per year after first renewal

Proposed Contract
The proposed contract will be for a term of one year, and is eligible for up to 4 consecutive one-year renewals
This contract also allows for up to a 2% increase each year of the
term after the first renewal period.
The contract requires Crowley Sports Officials to provide proof to the City that all officials and scorekeepers assigned to City of Southlake
programs have successfully passed a background check prior to being scheduled to Southlake games.

Crowley has only received a one-time 1% increase in the past ten years of service

Participation has risen by 80% for youth flag football
and almost 30% for basketball

Financial Considerations
The overall contract for Crowley has increased for a variety of reasons.
First, Crowley Sports have only received a one time 1% increase in the past ten years. Thus they are requesting
an increase in their per game fees for up to 12%, depending on the sport.
Also, the City’s recreation athletic leagues has grown in popularity over the last two years with an increase
in youth flag football over 80% and youth basketball seeing an almost 30% increase.
Finally, this contract spans past FY18 and accommodates programming anticipated with the opening
of Champions Club at The Marq Southlake.
