Development Details:
Requesting approval for a Specific Use Permit at the Southlake and Grapevine terminals
located off SH 26 in Southlake for building additions of a wireless communication system
between both terminals, for commercial use only
System will be comprised of two (2) towers, one at Southlake and the other at Grapevine
The towers will have a small antenna mounted at the top of the structure
According to the applicant, NuStar studied the best locations within the industrial
terminals to be as inconspicuous as possible to the public eye
NuStar determined these tower locations to be the least visible from SH 26 and Brumlow
Ave.
Need to be able to communicate between Southlake and Grapevine terminals through a
wireless antenna. Some of this information provides control for the gates NuStar allows
the trucking companies to access their facility and also transmits information that gets
reported to the DOT
NuStar did a needs analysis on current re-activation needs. Currently re-activating
Grapevine terminal, and need a wireless communication system to operate the terminal
and transfer information to the DOT in the event of a failed primary communication
system

o Requesting to install a 30 foot ROHN Tower and mount the small wireless
antenna at the top of the structure
o According to the applicant, the ROHN tower does not stand as tall as some of the
other structures within the terminal
For SPI N2017-34 (ZA17-079, NuStar Grapevine terminal)

o Requesting to install a 50 foot ROHN Tower and mount the wireless antenna to
the top of the structure
o The proposed 50 foot ROHN tower is located next to a warehouse which is south
of storage tanks

ZI NuStar is currently in the construction for re -activating our
Grapevine terminal and essentially needs a wireless communication
system to operate the terminal and transfer crucial information to the
Department of Transportation (DOT) in the event of a failed primary
communication system..
• This allows Nu tar to safely transmit secured
information from Grapevine to the Southlake
terminal computer server.
• This additionally provides secure access for
trucking companies that will access the
Grapevine terminal providing gate access and
DOT reported information on fuel transfers,

QUESTIONS/CONCERNS:
Can the 50 foot tower be a guyed tower, so it doesn't move around with wind?
o Selected a self-supporting tower which does not require the use of a guy
anchor; this is a 45 GSR ROHN tower; it is self-supporting and can
withstand structural wind strengths up to 115 MPH per the sealed and
stamped drawings
