2. INVOCATION: CLAYTON REED
Pastor Reed gave the invocation. Mayor Hill led the pledges of allegiance to the United
States and Texas Flags.
3. LOCAL BUSINESS REPORT
No report was given.
4. DISCUSS 2035 ART MASTER PLAN SCOPE
Assistant to the Director of Community Services Cassie Tucker provided an overview of
the preliminary components of the Southlake 2035 Art Master Plan and answered
questions from Council.

Mayor Hill recognized the Community Services and Office of Marketing and
Communications staff for their hard work in creating a successful Celebrate Southlake
event on October 14th. Mayor Hill was very pleased with the citizen turn -out and
support for the Cornish family.

Mayor Hill reviewed the items on tonight's consent agenda. Staff answered questions
from Council.

1. CALL TO ORDER
2A. EXECUTIVE SESSION
Mayor Hill announced the City Council would go into Executive Session pursuant to the
Open Meetings Act, Chapter 551, Texas Government Code, Sections 551.071
consultation with attorney, 551.072 deliberation regarding real property, and 551.074 to
deliberate personnel matters. City Council adjourned for Executive Session at 5:52pm.
Executive Session began at 6:05pm and concluded at 7:26pm.
2B. RECONVENE
Mayor Hill reconvened the meeting at 7:31 pm. There was no action necessary as a
result of Executive Session.
3A. MAYOR'S REPORTS
Mayor Hill asked Senior Director of Planning and Development Services Ken Baker to
update the Council on the Park Village Fountain repairs.
Mayor Hill stated the Council is on track in their review of the Short Term Rentals
(STRs) issue. The Council will conduct an open work session on November 7, 2017, at
5:30pm. The public is welcome to attend. More information can be found on the City's

3B. CITY MANAGER'S REPORT
City Manager Shana Yelverton stated the City received the 2017 Scenic City
Certification Award. Senior Director of Planning and Development Services Ken Baker
introduced Policy and Strategic Initiative Principal Planner Jerod Potts who gave a brief
presentation about the award's significance and assessment requirements. The Mayor
and Council congratulated staff and took group photos.

variance requests:
1) Driveway Ordinance No. 634, Section 5.2.d requires a minimum stacking depth
of 100' for both driveways. The applicant is requesting a variance to allow
stacking depths of approximately 30.3' for the northern driveway and 48.5' for the
southern driveway.
2) Driveway Ordinance No. 634, Section 5.1 requires a minimum distance of 200'
from a commercial driveway to an intersection along an arterial roadway. The
applicant is requesting a variance to allow the spacing from the southern

Reading, Zoning Change and Site Plan for DPS North and Site Plan for North Park for a
wall ball court, located at 100 and 200 East Dove Road, subject to the Staff Report
dated October 10, 2017 and Site Plan Review Summary No. 2, dated September 29,
2017, granting the following variance requests to the Lighting Ordinance No. 693, as
amended:
1) Section 4 - Luminaires on poles over 42 inches in height shall be either high
pressure sodium lights or neutral or warm correlated color temperature LED
lights (temperature equal to or less than 4300 degrees Kelvin) or other lights
giving a similar soft lighting effect. Applicant is requesting the sports lighting at
the North Park Wall Ball Court be allowed to be constructed with lighting that
matches the adjacent, existing sports lighting within the North Park property of
4500 degrees Kelvin.
2) Section 5 - The maximum outdoor computed or measured illumination level on a
property shall not exceed 20 foot candles outdoors at any point, except that
lighting under canopies (such as service stations) shall not exceed 30 foot
candles. Applicant is requesting the sports lighting at the North Park Wall Ball
Court be allowed to be constructed with lighting levels that provide a safe
environment for the users/players and that is no greater than the adjacent,
existing sport lighting within the North Park property.
Also noting, the Wall Ball Court is subject to the same rules, regulations, and hours of
operation as the existing fields located at North Park.
